The January 15, 2025, regular meeting of the Port and Commerce Advisory Board was called to
order at 12:00 p.m. by Chair Bruce Jaffa.

City Administration Report
Executive Assistant Ashleigh Lipsey provided several updates, including a split in utility billing
to improve transparency and understanding of the electric and water charges. She also announced
that Deputy Fire Chief Kate McCoy was honored with the 2024 Akerley Fire Service Leadership
Award. Lipsey provided further updates on the Teen Rec Room, Community Development
Surveys, and the library digital literacy workshops.
Harbormaster Report
Harbormaster Tony Sieminski provided an update on a request for proposals (RFP) for the land
appraisals of 45 city lots. He spoke on the preparations for a fully funded dock project expected in
the coming year. He also addressed social media rumors regarding the Lowell Creek tunnel project
and said there were no updates to the plan.
Other Reports and Announcements
Alaska Railroad Report
Seward Port Manager Dwayne Atwood referred to his written report in packet. He provided
updates on the next major shipment of steel pipes which would total over 3,300 tons. He addressed
the recent storms and said repairs had been underway on the east side of the freight dock. He also
addressed the freight dock plans and upgrades. Lastly, he said the broader issue of rising sea level
remains uncertain.
Chamber of Commerce Report
Chamber of Commerce President Melissa Schutter said public feedback had underscored the
need for improved communication which led to the all -new Chamber e-newsletter. She announced
that the State of Alaska Chamber of Commerce annual report will be presented on January 30,
2025 at the Breeze Inn. Schutter also discussed the annual budget allocation, the Small Business
Advisory Salary, and a work session to finalize the chamber contract with the City of Seward.

Christy Terry from the Alaska Railroad, and Mickey Richardson from The Seward Company.

COMMENTS
Lipsey thanked the presenters and reminded everyone about the Polar Bear Jump this Saturday!
She said Sports and Recreation had revived the Polar Bear Carnival which would be held at
AVTEC. There will be games and goodies, so be sure to check it out!
Sieminski echoed the appreciation for the presentation and looked forward to the progress being
made on the dock project. He also encouraged everyone to attend the Polar Bear Jump this
Saturday and join in the festivities and emphasized it would be a lot of fun!
Regis spoke about the Port Avenue project and its upgrades, highlighting the community's
involvement in identifying areas where people could seek shelter from the rain. A recurring
concern has been ensuring sidewalks on both sides of the street.
Atwood thanked Chair Jaffa and Vice Chair Smith for taking on the responsibility and their efforts
were greatly appreciated. He said the Seward Company presentation was excellent, and even
though he was familiar with the content, there was always something new to learn. Atwood was
excited to revisit the topic of pedestrian improvements along Port Avenue. He stated it was
encouraging to see progress in addressing these issues and he appreciated everyone's participation.
Schutter thanked the presenters noted how their visits often align with Seward's beautiful weather.
She also expressed gratitude for Lipsey's reminder about the Polar Bear Jump. She thanked Chair
Jaffa and Vice Chair Smith for their continued leadership. She encouraged everyone to sign up for
the Chamber of Commerce newsletter for valuable updates. Lastly, she hoped for a good turnout
at the upcoming Chamber of Commerce meeting at the Breeze Inn.

Smith thanked the Port of Tomorrow and Alaska Railroad for their detailed presentation. He
commended the city's response during Sunday's windstorm and praised the electric crew and
contractors for their efforts to fix the extensive damage. Their work underscores the challenges of
maintaining electricity in this region and deserves deep appreciation. He noted the separation of
utility bills as a reflection of these critical services. Lastly, Smith was honored to continue as Vice
Chair of PACAB.
Chair Jaffa thanked the board for selecting him as Chair again. He echoed Board Member Smith's
praise for the electric crew and their efforts. He also appreciated the effective public
communication during the windstorm such as updates and photos on Facebook. Jaffa extended
his appreciation to include public works, the railroad, dock crews, police, fire departments, and
others whose dedication ensures public services run smoothly. He also commended the Seward
Company for their transparent and community -focused approach to a major project. Jaffa also
addressed how a strong education system benefits children and strengthens communities. He
encouraged everyone to work together to ensure that future generations have the tools needed to
thrive.

March 10, 2025
Administration:
I made a trip to Juneau with Mayor McClure and Council Member Wells to meet with our State
lobbyists. Among other things, we discussed our Legislative Priorities, and I'm excited to report back on
the trip at our upcoming council meeting. Other projects in the works include emergency action plans
and our utility expansion.
Emergency Action Plans: We are in the process of finalizing our updated EAPs for each site and will
implement those in the next couple of months, including a number of different kinds of drills. This is part
of the implementation of our greater Emergency Operations Plan.
Utility Expansion Work Session: For the work session on Monday, March 24, we will be presenting some
interesting history that we became aware of recently. It will be helpful in understanding why this
situation exists. We will also be bringing back the requested information on different cost scenarios and
possible paths forward.
Harbor Department
Seward Harbor
• MacSwain Associates is scheduled to finalize appraising the 45 lease lots in the coming 2 weeks.
• The Harbormaster was in Juneau Feb 17 — 21 attending the AAHPA Legislative fly -in. We had a
productive few days' meeting with respective Representatives, Senators and many more! In
addition, I took the opportunity to attend a Navy League Juneau Council meeting, Juneau Docks
and Harbors Board meeting and Chamber of Commerce Luncheon with Congressman Begich
who was the guest speaker
• No major issues have been reported within the Harbor area
• Spring tours are scheduled to begin on March 8 and 13 Spring is here?
• We have been working out details for a small Adventure tour company wanting to use Seward
as a home base for the 2025 season

SMIC
• Initial vendor scheduling for North Dock has slowed but did have one new potential customer
inquiry
• No major issues reported within the SMIC area
• A new lease for Jag's yard/rail extension project is almost complete. This is an exciting project
for that area and will be bringing that exciting project before Council soon

Electric Department
• Shore Power Project — Contracted Project Manager RFP
A recent Request for Proposals (RFP) was posted for a contracted project manager to oversee
the Shore Power project at the cruise ship dock. This project manager will be responsible for
keeping the project organized and ensuring compliance with the EPA grant requirements.
• Canopy Bid for Fort Raymond Power Plant Radiators
The Electric Department has posted an invitation to bid on a canopy structure for the radiators
at the Fort Raymond power generation plant. This canopy will improve reliability by providing
protection for the radiators and enhance operator safety during inspections and maintenance.
• Right -of -Way (ROW) Reclamation Progress
AK Tree Service continues its ROW reclamation work in Seward. The Forest Acres neighborhood
has been fully cleared, and the crew is now focusing on the most overgrown sections of the
electric right-of-way throughout the city.

24-hour coverage 7 days a week at the Fire Department which will decrease response time and
provide much needed safety, maintenance, and security at the station.

Resurrection Bay Historical Society is currently processing the archives involving papers of
Seward Attorney L.V. Ray, who defended railroad promoter, and one of Seward's founders, John
Ballaine. Alaska Northern Railway sued John Ballaine for land ownership of Seward Townsite
Lots, which left the door open for Anchorage to be the headquarters for the Alaska Railroad. The
lawsuit began in April 1915 and was dismissed in November 1915. John Ballaine won the case!

Community Development
• At their March 4 meeting, the Planning & Zoning Commission recommended City Council rezone
the new Fourth of July Beach and Spring Creek Campground replats to Park. Those items will be
brought before City Council at an upcoming meeting. The Commission will use their next work
session on March 18 to continue the conversation of providing building height
recommendations to Council.
• Community Development staff along with the Public Works Director and the Program Manager
for the Seward Bear Creek Flood Service Area met with an engineer from R&M who specializes
in working with drainage issues to discuss the Forest Acres flooding concerns. The group walked
the areas affected and met with one of the residents of the neighborhood who has been
affected by the flooding in the past. R&M will be taking the lead to determine possible steps the
city can consider to mitigate flooding concerns in this area in the future.
• The City has contracted with Agnew Beck to facilitate three town hall meetings with the
community related to the Comprhensive Plan update. The dates of the town halls will be
Tuesday, April 22, Wednesday, April 23, and Thursday, April 24. Locations and times TBD. More
information to follow.
Finance Department
• 2024 Annual Financial Audit: The City's audit firm, Altman Rogers, will be onsite during the
weeks of April 21 and May 5 to conduct fieldwork for the audit of the 2024 financial statements.
The Finance Department will begin preparations for the audit and will also work on closing the
books for 2024
• Working on the Budget FY25/26 book, compiling documents for publication and distribution.
• We are collaborating with Granicus to develop a web platform for bed tax collection. This
platform will facilitate bed tax payments and ensure compliance. We should continue
progressing through the early stages of its development.
• The Accountant Tech II position has been filled, and the candidate will start in two weeks.
• Finance still has an opening for the Senior Accountant position. Anyone interested in this
position is encouraged to apply through the City of Seward website
Public Works
• The mild winter weather has allowed Public Works groups to work and many small projects on
the streets, water and wastewater, the equipment shop, and inside buildings
• Preventative maintenance is being completed on multiple pieces of equipment at the City Shop
for several city departments
• The Street department is also going thru heavy equipment to perform updates and upgrading
machinery with new parts. They are also working on building maintenance to help the
custodians with projects.

• The Water and Wastewater Department is constantly busy to assure we have clean water and
the wastewater lagoons are operating well. They are also helping with storm water drainage as
needed

• March is upon us with more programming from Sports and Rec for community members of all
ages! A sourdough class, more youth archery, our monthly puzzle battle, pizza nights at the Teen
Room, and more! Check out Facebook for our published March Calendar
• We finished up Ocean Adventures with the SeaLife Center! Over the course of the program, we
had over 60 kids attend! A successful partnership event that helped kids become tiny stewards
of the sea
• Drawing Hour at Rowdy Radish is back on after their winter break! Join us every other Sunday
from 2 — 4 PM for some sketching fun
• Teen Hour at Res Art has finally developed a following with 10 teens enjoying the space
reserved just for them — working on group projects or just socializing

• Winter Adventure Camp was a success this week with 6 pre -teens romping around the woods
and sailing the seas enjoying time in the outdoors, learning new skills, and meeting other teens.

Teen Rec Room:
• The Teen Rec Room is open for teens grades 6 — 12, Mon — Fri from 2 — 8 PM. The facility has

• Ron Marsh was hired as the Program Assistant for the Teen Rec Room. Ron is excited to serve as
a continual support for the teen room users. He has facilitated the setup of MyRec, a gym
management software that is providing users the ability to scan in and out of the facility using a
barcode scanner. This will help TRR administration monitor engagement and grow the program.
• We received the third and final couch for the facility which fills out our reading and chill out
area

• Local authors Sean Ulman and Brian Wright hosted their second installment of a Writer's
Workshop for teens. They had 5 participants with three new faces for this session and assistance
from SPRD staff member Claire Dilday. They are excited to host their next two sessions on
Wednesdays, March 12 and 26 from 6 — 7 PM
• The Teen Rec Room staff are excited to host Breakfast for Dinner on Tuesdays and Pizza Nights
on Fridays, from 6 — 8 PM. Breakfast plates will be available for $2, and homemade pizza slices
will also be offered for $2 each
Campgrounds:
• Campground online reservations are now open
• Shower house plumbing project complete
• New larger site numbers installed at Resurrection and Williams tent area
• Williams permanent restroom to be installed this Spring prior to Camping season.
Park Maintenance:
• Indoor projects: refurbishing benches,
assembling picnic tables,
• Enhancing the Iditarod Day Use area with
picnic tables, BBQ, fire rings and benches.
• Placed a bench at First Lake for nature's
beauty enjoyment.
Parking:
• Parking permits are now available online. Go

Port Activity Update March 19, 2025
THE ALASKA RAILROAD'S MISSION -- Through excellent customer service and sound business
management practices, provide safe, efficient, and economical transportation and real estate services
that support and grow economic development opportunities for the State of Alaska.
Port Traffic
• A second SeaTac Marine barge was scheduled to arrive March 15 with an additional shipment of
approximately 7,000 tons of Spenard Builders Supply materials. The monthly (Anchorage) barges
are routed through Seward during heavy ice conditions in Cook Inlet. Additionally, an estimated
7,700-plus tons of steel pipe is also due to arrive on the cargo ship Ocean Dream on April 22.
• Winter freight train service to Seward has operated ahead of the planned two -week schedule
due to increased car availability.
• The 2025 cruise ship schedule now includes 61 ships and 84 total ship days at the dock. The first
ship, the Carnival Luminosa, arrives on April 26 and the final ship will be the Viking Orion on
September 21.
• The 2026 cruise ship season now includes 70 ships and 90 total ship days at the dock. That
schedule also includes a four -ship day on August 6.
Port Capital Projects
• Andrews and Sons recently cleared two acres of the former coal yard to create a new boat
storage location for Exit Marine. Boats will be relocated to that new area this fall.
• The cruise dock and terminal building replacement continues to move forward. Initial stages of
the $137 million project include new water and fuel line installation. The major demolition will
begin in September. More information is available at: https://sewardcompany.com
• The cruise ship dock and terminal project will benefit from $45 million in anticipated EPA funding
for vessel shore power. The Alaska Railroad worked with the municipality to submit for the Clean
Ports Program grant.
• The freight dock expansion project is still on schedule to begin in late 2026. Most of the cost will
be met by a $19.8 million federal grant, with $5 million in ARRC matching funds and a gravel
contribution by the City of Seward. More than 60,000 cubic yards of project fill has been staged.

CITY OF SEWARD, ALASKA
ORDINANCE 2025-002
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AMENDING SEWARD CITY CODE, TITLE 2, CHAPTER 2.30,
ARTICLE 3 — PORT AND COMMERCE ADVISORY BOARD
WHEREAS, Title 2, Section 2.30 of the Seward City Code, pertains to the City of Seward
Boards and Commissions; and
WHEREAS, the Port and Commerce Advisory Board reviewed these proposed
amendments with the City Clerk during the December 4, 2024 meeting; and
WHEREAS, in order to better serve the Council, administration and the public, and to
better reflect the Board's current role, the City Clerk has brought forward this ordinance to amend
Title 2, Article 3 — Port and Commerce Advisory Board.
NOW, THEREFORE, THE CITY OF SEWARD ORDAINS, that:
Section 1. Seward City Code Title 2 is hereby amended to read as follows with new
language underlined and deleted language is stricken:
2.30.310 Established.
A. Composition. The Port and Commerce Advisory Board is hereby created, consisting of seven
residents of the City of Seward and , general Seward area spanning
from Lowell Point to the Tern Lake Junction on the Seward Highway, who shall be appointed
by the council.

1. Applicants must receive at least four votes in order to be appointed. The council may
use ballot voting to make the appointments- or make a nomination and call for a vote.
Council may also choose not to make an appointment and re -advertise the vacancy.
2. At least four seats shall be filled by residents inside Seward city limits. If there are no
city residents applying, council may consider filling the seats with non-residents.
3. No officer or employee of the city may be appointed a member of the board.
B. Chair and vice chair.
1. The board shall select a chair and vice chair annually.

2. The chair shall preside at all board meetings, may participate in the debate, and vote
on any matter of the board.
3. In the absence of the chair, the vice chair shall exercise all the powers of the chair.
2.30.315 Terms of office; filling vacancies.
A. Members of the Port and Commerce Advisory Board shall be appointed for a term of three
years; provided, that the terms of initial appointments shall be staggered so that as nearly
as possible a pro rata number of members shall be appointed for each year.
B. The council may appoint any qualified person to fill a vacancy of any member of the board

C. Following a member's absence from three consecutive meetings or 25 percent of scheduled

1. Advertise the meetings as required by the Alaska Open Meetings Act.

2.30.320 Meetings and quorum.
A. The Port and Commerce Advisory Board meets on the first and third Wednesday of the
month, excluding June, July, and August in city council chambers.
B. Four members of the board shall constitute a quorum for the transaction of business except
that, in the absence of a quorum, any number less than a quorum may adjourn the meeting
to a later date.

include, at the minimum, a report on the current year's activities, and a list of the
upcoming year's planned activities.
2. Make recommendations to the city council concerning the design and coordination of
projects to promote and develop transportation, trade, energy, commerce, and related
infrastructure throughout Seward_;
3. Provide input to the city council on policy and procedural matters involving the
establishment and continuance of commercial activity to improve the quality of life and
to protect the public's best interest.;
4. Advise the city council on matters involving the establishment of support services
towards the objectives outlined in subsections 2.30.325(A)(2) and 2.30.325(A)(3).;
5. Perform other duties as requested by the city council.

B. The board shall have no authority to solicit, expend or commit city funds without first
obtaining approval by and any necessary appropriations from the city council.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AMENDING SEWARD CITY CODE TITLE 2 AGENDA AND
COUNCIL PACKET
WHEREAS, the current city council agenda made its debut in September 2022 and was
considered a huge improvement over the previous agenda format; and
WHEREAS, after working with the new format, there are sections of the agenda that can
still be improved upon; and
WHEREAS, the city clerk received feedback from council during a January 27, 2025
discussion on the proposed changes; and
WHEREAS, this ordinance will focus on further improvements to the council agenda and
the council packet for Title 2 Administration.
NOW, THEREFORE, THE CITY OF SEWARD ORDAINS, that:
Section 1. Seward City Code Title 2 is hereby amended to read as follows with new
language underlined and deleted language is stricken:

B. Consent agenda - use of.
1. Items on the council agenda which are considered routine by the city manager and city
clerk shall be on the consent agenda.
2. Unless the mayor or a council member specifically requests that an item be removed
from the consent agenda, all items appearing under the consent agenda are approved
with a single motion, no discussion, and one vote. If an item is removed from the
consent agenda, the item shall be considered under the regular meeting agenda.
C. Council member agenda items. Council members who wish to add items to the agenda must
present the item, in writing, to the city clerk no later than 12:00 p.m. on the Tuesday
preceding the Monday meeting.
D. Prior to the final vote on the agenda, a council member may delete any item from the
agenda or postponing any item on the agenda to a subsequent council meeting. However,
if any member objects, the member wishing to delete or postpone an agenda item must
make a motion to do so. The motion requires a second and must receive four affirmative
votes for approval.
E. No matters other than those on the agenda shall be acted upon by the city council; provided,
matters that seem to be emergencies or of an urgent need by the mayor, or any council
member, or the city manager, with an explanation of the emergency or urgency stated in
open council meeting, may with the consent of the council majority present, be considered
and acted upon by the council.
2.10.071 Council packet.
A. All reports, ordinances, resolutions, contracts, documents or other matters to be submitted
to the council at the regular meeting shall be submitted to the city clerk not later than 12:00
p.m. on the Tuesday preceding the Monday meeting.
B. The city clerk shall prepare the agenda for all matters according to the order of business,
numbering each item consecutively.
C. A complete copy of the agenda arrd supporting materials shall be provided to each council
member, thc city manager, and depa+ n cnt heads no later than 7:00 p.m. on the Saturday
preceding thc council meeting.

C. The agenda will be published on the city website and posted on the four designated bulletin
boards during the week prior to the meeting.
B. The agenda packet shall be available to the public in the city clerk's office at 9:00 a.m. on

D. The agenda packet shall be published on the city website by 5:00 p.m. on the Friday
preceding the council meeting. The packet must also be available in council chambers during
each meeting.
E. The agenda will be published in the local newspaper during the week prior to the meeting.
Section 2. This ordinance shall take effect ten (10) days upon enactment.
