HomeMy WebLinkAbout04082025 Planning & Zoning Work Session NOTESWORK SESSION NOTES PLANNING & ZONING Called by: Chair Carol Griswold Time: 6:00 PM Date: 4//2025 Purpose: Kenai Peninsula Borough Comprehensive Safety Action Plan Presentation Present: Jodi Kurtz, Damiel Meuninck, Courtney Bringhurst, Clara Brown Bruce Java, Juan Le R&M Consultant, Cindy Eckland Council Members Present: Rhonda Hubbard, Nathaniel Charbonneau, Brenan Hornseth, Clare Sullivan, Carol Griswold Absent: Vanessa Verhey, Brenan Hornseth, Clare Sullivan Work Session was called to order at 6:00 PM by Chair Griswold. Chair Griswold asked if Administration wanted to give a brief description of the Work Session. Director Daniel Meuninck stated no. Although he is saving comments for when the KPB presentation is over. Meuninck stated that he Kenai Peninsula Borough Comprehensive, Safe Streets for All Safety Action Plan Presentation. Meuninck stated that the department reached out to the public for comments for the grant process. KPB has their first draft for public review and comments on their website: KPB SS4A Comprehensive Safety Plan On the website there is the View Draft Plan that the public can access. There was a Teams presentation that the KPB Safe Steets for All Grant that Juan Le. She did the PowerPoint Presentation that was displayed on the television, After the presentation, a few of the community members spoke. Bruce Java, from Moose Pass stated that the City of Moose Pass was not notified about the upcoming presentation that will Occur April 10, 2025, via Zoom. He stated that he was upset that the team did not make it to the City of Seward Planning & Zoning Work Session. He also stated that there is no improvement for the improvement for the Seward Highway. As well as the Emergency System at Moose Pass. Chair Griswold asked about the medians being put near the Seward Airport, but it was stated that it may be dangerous for drivers during the winter seasons. It was also stated that there should be more signage for the underpass near the Airport. For pedestrians to cross safely on the highway. Also DOT has approved a safe light for drivers and pedestrians to cross the highway near the Seward Airport. Looks like a bar light that will notify both drivers and pedestrians crossing. Moose Pass resident Bruce stated that he was not happy with how the word got out for the KPB Safe Streets presentation for Moose Pass. Juan Le stated that will be more information and presentations for the grant Fall 2025. Cindy Eckland stated that the safety of Moose Pass has been an issue for quite sometime and the road is not well maintained. She also asked about medians put in Seward but it is going to be a hazard. She also stated that there possibly was a roundabout but it got taken out due to congestions of the highway. And that it is a safety hazard. Chair Griswold stated that the industrial traffic can also be a hazard if the medians were put on the highway near the Airport. She also stated that there are more motorized vehicles that go on the pathways. Commissioner Pemberton stated that it may be better for the underpass and bike path that it be advertised for pedestrians. The signage near the under pass is not very noticeable. Juan Le stated that the comments that the public and commissioners were wonderful and will be included in the drafting of the grant. Bruce Java, Chair of the Moose Pass Planning Advisory Committee stated that he would like to get more information about the upcoming KPB SS4A presentation that is scheduled for April 10, 2025, via zoom. He requested the PowerPoint Presentation to be sent to him to spread the word to residents. He also would like better communication for future projects or presentation.
