PROCLAMATI ON
Building Safety Month — May 2025
WHEREAS, the City of Seward is committed to recognizing that our growth and strength
depends on the safety and essential role our homes, buildings and infrastructure play, both in
everyday life and when disasters strike; and
WHEREAS, our confidence in the resilience of these buildings that make up our
community is achieved through the devotion of vigilant guardians —building safety and fire
prevention officials, architects, engineers, builders, tradespeople, design professionals, laborers,
plumbers and others in the construction industry —who work year-round to ensure the safe
construction of buildings; and
WHEREAS, these guardians are dedicated members of the International Code Council,
a nonprofit that brings together local, state, territorial, tribal and federal officials who are experts
in the built environment to create and implement the highest -quality codes and standards to
protect us in the buildings where we live, learn, work and play; and
WHEREAS, these modern building codes and standards include safeguards to protect
the public from hazards such as hurricanes, snowstorms, tornadoes, wildland fires, floods and
earthquakes; and
WHEREAS, Building Safety Month is sponsored by the International Code Council to
remind the public about the critical role of our communities' largely unknown protectors of public
safety —our code officials —who assure us of safe, sustainable and affordable buildings that are
essential to our prosperity; and
WHEREAS, "Game On!," the theme for Building Safety Month 2025, encourages us all to get
involved and raise awareness about building safety on a personal, local and global scale; and
WHEREAS, each year, in observance of Building Safety Month, people all over the world
are asked to consider the commitment to improve building safety, resilience and economic
investment at home and in the community, and to acknowledge the essential service provided to
all of us by local, state, tribal, territorial, and federal building safety and fire
prevention departments, in protecting lives and property.
NOW, THEREFORE, I, Sue McClure, Mayor of the City of Seward, do hereby proclaim

City Manager Kat Sorensen said that city staff had recently attended training on effective
communication and emotional intelligence. In addition to the training, Sorensen noted it had been
a whirlwind week with lots of events including the Chugachmiut open house and the US Coast
Guard Mustang decommissioning ceremony. In between all the events and training, the city
conducted interviews for the Chief of Police and she introduced Louis Tiner to council.

be more core samples required. There will be a work session in the near future for council input
on the site.
Electric Operations Supervisor Taylor Crocker updated council on the recent power outage
that was caused by falling trees during a windstorm. This was a continual hazard because the trees
kept blowing down in the Kenai Lake area. The city was back on backup generators in 40 minutes.
Sorensen added that it was one of the windiest, scariest drives back from Anchorage that day.

Resolution 2025-037: Authorizing the City Manager to Create the Full -Time Position of Utility
Billing Specialist in the Electric Department to Provide Services Currently Outsourced to the Util-
Assist Contractor
Motion (Osenga/Wells) Approve Resolution 2025-037
Crocker explained how the city was outsourcing billing services to Util-Assist in Canada and how
customers had to call a 1-800 number for billing questions. He would rather see this money spent
towards hiring a local to fill this position. This newly hired billing specialist could also provide
backup support to the front desk staff at the Electric Department.
Wells recalled being on council in 2023 when the billing services was outsourced to Util-Assist.
He said it was mainly done out of desperation because the job posting was vacant for such a long
time. He wondering what the current odds were of being able to fill this position.
Sorensen said she was confident the city would be able to fill the position this time around due to
the wage increase.
Crocker added with a smile that people also knew how great the Electric Department was now.
Motion Passed Unanimous

City Council Agenda Statement
Meeting Date: Introduction on Monday, May 12, 2025
To: City Council
From: City Clerk
Subject: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AMENDING SEWARD CITY CODE, TITLE 8, CHAPTER
8.30.015 BUSINESS LICENSE REQUIRED AND 8.30.025 APPLICATION
FOR A BUSINESS LICENSE
Background and justification:
Seward is the only city within the Kenai Peninsula Borough (KPB) that requires a city business
license. The internal city department checklist is quite comprehensive, and the city utilizes
OpenGov software to make these internal compliance checks streamlined and efficient.
Compliance checks outside the scope of these city departments require the clerk's office staff to
manually create a spreadsheet of all applicants and email this document back and forth to the
KPB sales tax division. This manual process is tedious and time-consuming and creates
frustration with both the applicants and city staff. If a business is not in compliance, it requires
us to manually and periodically re -check with the KPB.
This ordinance would streamline the process for business applications by focusing only on the
internal city compliance checks.

Kenai Peninsula Economic Development District (KPEDD) Industry Overview Forum (IOF): Jason attended
the KPEDD IOF on April 24th at the Kenai Chamber of Commerce. The format was a little different this
year — more in-depth presentations on topics and organization on the Kenai Peninsula. A few highlights
include
In depth Economic Analysis of the Kenai Peninsula by Wink Consulting. One of the interesting
facts that came up was that the Seward Bear Creek Area is one of the only areas in the Borough
that is shrinking in population and school enrollment.
Presentation by Cory Ortiz, the new AVTEC Director. I think that we will be seeing some
tangible positive changes from a number of their programs in the near future.
There was also an in-depth discussion of the natural gas shortage in Cook Inlet and both short -
and long-term strategies to manage that situation.
Cassidi Cameron will be coming and speaking to Council on June 23 on the Comprehensive Economic
Development Strategy (CEDS) for the Kenai Peninsula Borough.
Harbormaster's Office and South Harbor Uplands Design Charette: On Thursday, April 17 R&M and KPB
staff came into town to do a walkthrough of the current harbor facilities and had discussions with the
staff on how they use their spaces and what they needed to be more efficient. They also walked the
south harbor uplands for future development ideas. Tony Sieminski and Jason Bickling spent the rest of
the afternoon having planning and design conversations with that group. We will be bringing the design
concepts before council in presentation once they are completed.

Sports & Recreation:
• Pink Cheeks was Saturday, May 3rd. At the time of drafting this CMR, there are 73 participants
signed up.
• We are currently transitioning our membership to MyRec from RecDesk. MyRec is gym
management software that provides more communication in the platform and will enhance
members' experience at AVTEC gym. Gym users can expect to check in using the new software
on June 1st. The biggest change for members is that they will be scanning into the gym on a
barcode scanner, which they can either do using a physical key tag or a barcode saved on their

takes place from Earth Day to the end of August. Participants log their hours on RunSignUp to
earn a sticker after they accumulate 10 miles of either walking or biking to commute to work or
for errands. The winner of the biking and walking category will each receive a $100 gift card. Tell
your coworkers about this challenge, it's a great excuse to spend more time outdoors in your

beginning to look more consistent with at least 3 teens using the facility at any given point.
Though we are starting to see more consistency, we are still adding new members each week.
• First impressions of the point system are showing promise moving forward. We currently have 7
teens showing up and offering to help us clean and do other tasks on a daily basis with more
teens showing interest every day.
• We have officially made pizza available for teens to purchase every day of the week. The teens
have already begun taking advantage of the new punch passes. Not only are they taking
advantage of the new access to meals, they are also jumping at every chance they get to help us

Re: April Status Report
Dear City Council:
This is our status report covering activity on legal matters worked on during April 2025.
General Matters:
We advised on the Pacific Seafood Lease as well as the OBI lease. We assisted the police
department with obtaining a Certificate of Authorization from the FAA to utilize drones. We
provided legal guidance on process for considering removal of board member. We assisted the
Fire Department with a waiver for a summer program.
Electric Utility:
The Railbelt Transmission Organization was issued a Certificate of Public Convenience
and Necessity by the Regulatory Commission of Alaska (Docket U-24-042). Now that it is
certificated, the RTO will be able to finalize its tariff application and file before July 1, 2025.
We continue to aid in negotiations with Chugach Electric on a new long-term Power
Supply Contract.
We represented the City in another RCA case concerning the Electric Reliability
Organization, the Railbelt Reliability Council or RRC (Docket E-25-001). The docket consisted
of the RRC's first tranche of reliability standards which the City has helped develop and will be
required to meet if approved by the RCA.
We provided guidance on a billing dispute involving mislabeled meters. We provided
advice regarding utility bill liens.
Personnel:
We continued to advise on personnel questions as they arise. This month we continued to
assist with a matter for the Police Department.
57
Status Report to Seward City Council
March 6, 2025
Planning:
Provided legal guidance regarding Council amendments to legislation after the P&Z
Commission reviews it, regarding rezone application standards, and on the plat approval process.
We provided legal guidance on multiple ordinances, including the draft sign code to be reviewed
by the P&Z commission.
Port and Harbor:
We continue to assist the Harbormaster in seeking to obtain delinquent moorage fees for a
vessel tied up in a probate dispute. We continue to advise and assist the Harbormaster in renewing
certain leases. We advised the Harbormaster on multiple ongoing lease negotiations.
The Laraux vessel has recently been moved; we are attempting to negotiate a resolution
with the vessel owner.
You can expect to receive our next status report by June 5.

Resolution 2025-045
City Council Agenda Statement
Meeting Date: May 12, 2025
To: City Council
Through: Kat Sorensen, City Manager
From: Taylor Crocker, Electric Operations Supervisor
Subject: Resolution 2025-045: Authorizing the City Manager to Purchase a Toyota
Forklift for the Electric Department Warehouse in the Amount of $43,965
and Appropriating Funds
Background and justification:
The Electric Department warehouse requires an operational forklift to handle essential daily tasks
and material management efficiently. The current forklift has experienced an unexpected failure
and has been determined to be economically unfeasible to repair. This critical piece of equipment
was inadvertently overlooked during the current budget cycle, necessitating immediate
replacement to avoid operational disruptions.
In exploring options, the Electric Department considered rental alternatives but determined that
purchasing was substantially more economical. With rental fees totaling the purchase price in
approximately two years, the outright purchase presents clear long-term savings.
The Electric Department solicited quotes from three vendors. Only All Pro was able to provide a
Toyota forklift with a three-phase lift capability, uniquely suitable for navigating through the
existing warehouse fire door. The selected forklift from All Pro is competitively priced at
$43,965.00, representing the best value and compatibility with existing infrastructure constraints.
This acquisition is essential to maintain warehouse operations, improve efficiency, and ensure
continued reliability in warehouse logistics and inventory management for the Electric
Department.

CITY OF SEWARD, ALASKA
RESOLUTION 2025-045
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE A
TOYOTA FORKLIFT FOR THE ELECTRIC DEPARTMENT
WAREHOUSE IN THE AMOUNT OF $43,965 AND APPROPRIATING
FUNDS
WHEREAS, the current forklift utilized by the City of Seward Electric Department
warehouse has unexpectedly failed and is beyond economic repair; and
WHEREAS, a forklift is required to maintain essential operational capabilities; and
WHEREAS, a rental forklift was considered, but the financial analysis showed that
purchasing a forklift outright is more cost-effective, as rental costs would equal the purchase price
in approximately two years; and
WHEREAS, a quote was received for the purchase of a Toyota forklift at a cost of
$43,965.00, which is deemed reasonable and prudent given the circumstances.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council authorizes the City Manager to purchase a Toyota forklift for
the Electric Department Warehouse at a total cost of $43,965.00.

ACTIVE MAST CONTROL (AMC)
Toyota's industry exclusive Active Mast Control (AMC)
helps improve forklift stability by electronically monitoring
and controlling various functions of the forklift. Should
the operator inadvertently place the forklift in a potentially
unstable longitudinal condition, mast height and load
sensors trigger the controller to activate the AMC, which
limits forward tilt angle and/or tilt back speed.
Additionally, if the operator attempts to lift with the forks
tilted forward beyond 1°, the lift speed is automatically quotation.
limited, encouraging the operator to return the forks to level before lifting.

AC DRIVE & AC LIFT SYSTEM
Quicker acceleration. Higher top speeds. Longer lasting power. Low maintenance. These are the hallmark
benefits of the industry -leading 8FBE electric forklift with AC Drive and AC Lift. Simply put, Toyota's 8FBE
models are electric marvels, offering unprecedented power, performance and energy efficiency. They're the sum
total of creative engineering, breakthrough design and proven technology. All driven by a single vision: to create
a superior -performing electric forklift that boosts productivity and minimize operating costs.
AUTOMATIC PARKING BRAKE
All Toyota 8FBE models are now equipped standard with an automatic parking brake. The parking brake will
engage automatically anytime the Operator Presence System (OPSS) recognizes the operator has exited the
forklift or the forklift is shut-off. For release of the auto park brake, simply click the button on the left of the
steering column and the forklift is ready for operation.
