I am currently a fourth -year physician -in -training with the AK WWAMI program. I am voting in favor of the proposed Special Improvement District in order to take a step forward towards building. It is my hope, upon completion of my training, to be able to work in Seward in some capacity, and to have a home from which to do so - this was my intent when I purchased my property. Though I am voting in favor of this Special Improvement District, and find it to be a step in the right direction, I hope that continued consideration will be taken into the extension of City Water and Sewer. While I appreciate all of the hard work that has been done thus far, and am amicable to paying for additional improvements, I do hope that the city will continue to work towards an executable, reasonable plan towards this end that does not place such a heavy burden on individual land -owners. Hi Kris, I am writing to give my full support to the improvement district and the resolution that is up for vote in front of the city council on Monday. I am the owner of lot CQ1 in the forest acres afognak subdivision. I am also writing to say that I fully support the removal of the plat note. I did submit a plat amendment application with the borough about 2 weeks ago asking that plat note 4 be removed from our plat. I sent a check for the fee earlier this week and was told by the borough it would be on the agenda for the next platting commission meeting. I am not sure if this is redundant if the city of Seward is also pursuing action to get the plat note removed. Looking forward to the council meeting on Monday. Continued on next page At the June 9, 2025 City Council meeting, the council will evaluate the persons favoring or opposing the proposed improvement per City Code 5.20.025: Written protests. If protests in writing are made by the owners of property who shall bear 50 percent or more of the estimated cost of the improvement, the council shall not proceed with the improvement until the protests have been reduced to less than 50 percent, except upon the approval of not less than five members of the council. Changes and revisions. After hearing all interested persons favoring or opposing the proposed improvement, the council may decrease the extent or value of the improvement, and may delete from the district properties not benefited by the improvement. In addition, at the June 9, 2025 council meeting, you have the right to provide verbal testimony during the public hearing for Resolution 2025-048. Upon closing the public hearing, council may approve, amend, or fail the resolution; amendments may include decreasing the extent of, or the value of the improvement, or deleting properties from the proposed improvement district that are not benefited by the proposed improvement. If council approves the resolution, this will confirm that making the improvement is necessary and will benefit the properties. The findings of council are conclusive. Following the approval of Resolution 2025-048 the city will begin the design and construction of the improvements.
