RESOLUTION 2025-102
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ACCEPT THE
ESTIMATE FROM GROOMS LLC TO FABRICATE 26 LADDER
EXTENSIONS FOR I AND T DOCK IN THE AMOUNT OF $2,165 PER
LADDER FOR A TOTAL OF $56,290 AND APPROPRIATING FUNDS
WHEREAS, in 2005 the Harbor implemented a multiphase project known as the Bulkhead
Project; and
WHEREAS, the project involved moving the old lift pit location to the current location,
installing a bulkhead, upgrading the power service at I and T dock, installing new bull rail/decking,
installing fender/structural pile, and new safety ladders; and
WHEREAS, after a critical incident at a low tide, it was discovered that the ladders
installed on I and T dock do not extend far enough down to exit the water and self -rescue at lower
tides; and
WHEREAS, because of the risk to life and safety{we are recommending an emergency
hire of Grooms LLC to fabricate extensions to modify the current ladders to increase the ability to
self -rescue if an individual falls from a dock or vessel.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council hereby authorizes the City Manager to hire Grooms LLC to
fabricate/modify the ladder located at I and T Dock.
Section 2. Funding in the amount of $56,290 is hereby transferred and appropriated from
the Harbor Major Repair Replacement Fund (MRRF) unassigned account 11001-0000-3400 to the
Infrastructure expense account 11001-0000-8101.
Section 3. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska this 27th
day of October 2025.

Background and justification:
Starting in 2005, the Bulkhead Project was implemented as part of a multiphase project to
relocate the lift pit and refurbish I and T dock. This was a much -needed restoration and
relocation of the 50-ton lift pit at that facility which was constructed in 1965 and considered to
be in poor condition at that time. This upgrade included bulkhead for new pit, decking, bull rail,
lighting, power pedestal, fender/structural piling repair and ladders.
After a critical incident at a low tide, it was discovered that the ladders installed on I and T dock
don't extend far enough down to safely exit the water at lower tides. The distance between the
water and lowest rung is nearly impossible to allow for self -rescue. Coupled with the possibility
of other injuries sustained during a fall the risk to life and safety necessitates immediate action.
The department is requesting to hire a local vendor to fabricate ladder extensions to modify the
current ladders. This will improve the odds of escape from the water if an individual falls from
a dock or vessel.
