RESOLUTION 2025-114
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ACCEPT THE
PROPOSAL FROM CRW ENGINEERING INC FOR DESIGN AND
ENGINEERING SERVICES FOR THE ELM STREET WATER MAIN
REPLACEMENT PROJECT IN THE AMOUNT OF $78,840 PLUS 10%
CONTINGENCY AND APPROPRIATING FUNDS
WHEREAS, on July 14, 2025, City Council passed Resolution 2025-065 authorizing a loan
from the State of Alaska Department of Environmental Conservation Drinking Water Fund for
$400,000 with estimated principal loan forgiveness of $400,000; and
WHEREAS, these funds will be used to reimburse the City for design, engineering, project
management, and construction to replace the existing galvanized water main on Elm Street; and
WHEREAS, CRW Engineering provided staff with comprehensive scope and estimated
costs for the project design. Staff reviewed the proposed scope with listed deliverables and approved
it as written; and
WHEREAS, CRW Engineering provides excellent engineering and construction
management services and has proven expertise and local experience to design the Elm Street water
main replacement connected to Ash Street; and
WHEREAS, Seward City Code 6.10.120A (8) exertlpts professional services including
accounting, architectural, appraisal, engineering, land surveying, and other specialized service from
the otherwise applicable provision of the Title requiring competitive procurement procedures.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to execute all documents that may be
necessary for the CRW Engineering Scope and Fee to replace the Elm Street Water Main.
Section 2. Funding in the amount of $78,840 plus 10% contingency for a total of $86,724 is
hereby appropriated from Elm Street Water Main Replacement funds to Contracted Services 17335-
0000-7009.
Section 3. This resolution shall take effect immediately upon approval.

Subject: Resolution 2025-114: Authorizing the City Manager to Accept the Proposal
from CRW Engineering Inc for Design and Engineering Services for the
Elm Street Water Main Replacement Project in the Amount of $78,840 Plus
10% Contingency and Appropriating Funds
Background and justification:
On October 29, 2025, the City entered into a professional services agreement with CRW
Engineering Group to complete the design of the replacement water main on Elm and Ash Street.
On July 14, 2025, City Council passed Resolution 2025-065 authorizing a loan from the State of
Alaska Department of Environmental Conservation Drinking Water Fund with an intent to fund
$400,000 with estimated principal forgiveness of $400,000.
This project is listed in the 2025-2026 Capital Improvement Plan — Replace water lines at Elm
Street in the Water Department. It is an established area and encouraged over projects in
undeveloped areas.
On October 29, 2025, Public Works staff requested and received a proposal from CRW for the
complete design and bid support services of the replacement water main on Elm and Ash Street.
Public Works found this proposal, defining the scope of work, satisfactory. Accepting the proposal
for $78,840, plus a 10% contingency, is in the best interest of the City and the project.
CRW Engineering's experience with the City brings further value to the project, and CRW
Engineering can begin the work immediately

Re: EIm Street Water Main
Proposed Scope & Fee
Dear Mr. Schoessler,
CRW Engineering Group, Inc. (CRW) is pleased to provide this proposal to design the replacement water
main on EIm Street at Ash Street as shown on the attached figure. The existing galvanized water main is
undersized and near the end of its useful life. This project will construct a new 6-inch water main on Ash
Street between Cedar Street and EIm Street, and then south on EIm Street for about 270 feet. Total
length of new water main will be approx. 500 feet. The water main will generally follow the existing
alignment and be constructed with ductile iron piping. New gate valves and water services will be
installed. The existing asphalt and gravel roadways will be restored to original condition, including
replacement of existing pavement on Ash Street disturbed during construction.
SCOPE OF SERVICES
CRW's scope of services generally includes providing the water main design, ADEC permitting, bid
support, and construction management services for the new water main.
ADEC requires construction to be completed under the direction of a registered engineer in accordance
with the approved plans. On past projects, CRW provided construction management for the project, and
the City of Seward provided day-to-day inspections to monitor the construction. CRW made site visits
for milestone inspections and then prepared and stamped the record drawings to satisfy ADEC
requirements. This proposal assumes a similar arrangement for the construction of the EIm Street water
main project.
CRW proposes to provide the following design services under this scope of work.
1) Prepare design plans, specifications, bid documents, and contract documents. Calculate
quantities and prepare engineers cost estimate. Provide submittals at 75% design and 100%
design levels.
2) Complete ADEC engineering plan review checklists for City signature and submittal. It is
anticipated that two separation waivers will be required where the water main crosses existing
sewer mains.
3) Provide bidding services to include: attend and chair the pre -bid conference (MS Teams),
prepare the conference agenda, and provide minutes; prepare any necessary addenda to the bid
documents and provide addenda for upload to the City's website; and review contractor bids
and provide a recommendation to the City for award of the contract.

4) Provide construction management services to include:
a. Provide an experienced Construction Manager to act as the MASS Engineer. The
Construction Manager will provide overall management of quality control and
documentation of the construction.
b. Assist the City with the coordination and completion of signed contract documents and
prepare Notice to Proceed for Contractor.
c. Attend and chair the pre -construction conference (MS Teams), prepare the meeting
agenda, and provide minutes.
d. Coordinate and submit the ADOL Notice of Work on behalf of the City.
e. Coordinate and submit the APDES Notice of Intent (NOI) application for excavation
dewatering on behalf of the City. Submit APDES Notice of Termination (NOT) at project
completion.
f. Review and track construction contractor's material and product submittals. Ensure
appropriate AIS documentation is provided for steel submittals to satisfy funding agency
requirements.
Respond to construction contractor's requests for interpretation/clarification of design
documents including Request for Information (RFI), Design Clarification/Verification
Requests (DC/VR), and Substitution Requests.
h. Attend and chair construction meetings during field construction (by MS Teams).

DELIVERABLES
The following deliverables will be provided. The 100% complete design will be stamped and signed by an
engineer registered in the State of Alaska.
• Preliminary Design (75% complete): Adobe PDF electronic copies.
• Final Design (100% complete): Adobe PDF electronic copies (bid ready).

i. Review and approve pay estimate requests.
j. Review construction contractor's change order requests and prepare the necessary
change order documentation.
k. Review daily inspection reports prepared by City of Seward personnel and coordinate
with City inspector as required.
I. Monitor the progress of the construction contractor, confirm that the work is completed
in accordance with the Contract Documents, manage quality control of the construction,
and evaluate unanticipated field conditions.
m. Provide milestone inspections during construction. Milestone inspections will include
pre -final inspection and final inspection.
n. Coordinate and schedule a third -party materials testing firm to provide the necessary
testing.
o. Complete all post -construction documents and activities including certificate of
substantial completion, pre -final inspection checklist, final inspection checklist, final
acceptance, and final payment documentation.
Coordinate with funding agency to provide required construction documents.

SCHEDULE
CRW is prepared to begin immediately and complete the work of this proposal in accordance with the
following schedule.
• Complete 75% Design: 45 days after Notice To Proceed and/or receipt of topographic survey
• Complete 100% Design: 45 days after receipt of comments for 75% Design
• Construction: Summer 2026
FEE
CRW proposes to complete these design services on a time and materials basis. Per the attached, the
estimated cost for the work is $78,840.
Assumptions made in preparing this proposal are as follows:
1) City of Seward will provide topographic survey of the project area and survey control drawing.
2) ADEC permitting and waiver fees will be paid by City of Seward.
3) No easement or property acquisition is required.
4) No geotechnical investigation will be performed.
5) No public involvement is included.
