Chapter 7C: 7C.03 - Standard:
When transverse crosswalk lines are used, they shall be solid white, marking both edges of the
crosswalk, except as noted in the Option. They shall be not less than 150 mm (6 in) nor greater
than 600 mm (24 in) in width.
It has been argued, citing the MUTCD and Federal Guidelines against placing nonstandard
pavement markings that could be considered political or ideological.
AS 28.90.990 Definitions: (21) Official Traffic Control Device: means a sign, signal, marking or
other device not inconsistent with this title, placed or erected by authority of a state or municipal
agency or official having jurisdiction, for the purpose of traffic regulating, warning, and guiding;
City Ordinance:
11.05.010 - Authority to Install:... may place and maintain such additional traffic -control
devices as necessary or desirable to regulate traffic under this title and other traffic ordinances of
this city or under State Law AS28.01.010(d).
11.05.015 and 11.05.045 — Specifications and Crosswalks/Safety Zones:
All traffic -control signs, signals, and devices shall so far as practicable conform to the current
Alaska Traffic Manual... Uniform as to type and location throughout the city.
The public works department director, under the direction of the city manager and chief of
police, is hereby authorized:
1.To designate and maintain, by appropriate devices, marks or lines upon the surface of the
roadway, crosswalks at intersections where there may be danger to pedestrians crossing the
roadway; and 2.To establish safety zones of such kind and character and at such places as
necessary for the protection of pedestrians.

Subsection 04 — When crosswalk lines are used, they shall consist
of solid white lines that mark the crosswalk. (Further outlines longitudinal and transverse lines
in subsections 09A and 09B)
Alaska Statute 28.01.010: A municipality shall erect necessary official traffic control devices on
streets and highways... Conform to current Alaska Traffic Manual by DOT.
The existing crosswalk at 4th and Railway is nonconforming, against city ordinance and state
statute.
