(i.e. if you fund everyone at 50%, there will still be money left) After all presenters are finished, council can deliberate about how they want to fund each applicant. City code states that they can fund up to 50% of the improvements but are not required to fund up to that amount. After council decides how much they want to fund each applicant, council can direct administration to bring back resolutions for improvement districts / allocations for each request at a later meeting (May 11th at the earliest). 1 Attachments: Excel Spreadsheet of the financial breakdown if all were approved at 50%. (SCC 5.22) In order to be eligible for reimbursement, an applicant must complete this application and comply with all requirements listed in the Seward City Code and any related policies. If the applicant has had DRP funds approved previously, that project and all payments owed back to the City must be completed before an additional application from the developer is considered. Upon completion, please submit this application to the City Clerk. Community Development will review the application and you'll be notified within 10 days whether or not it is complete. If incomplete, you'll be notified of the deficiencies. If complete, it will be put on file until a work session with council is scheduled. When sufficient funds are available, a City Council work session will be scheduled to review the developers' application(s) and provide the developer(s) with an opportunity to speak to their project. After the work session, with input from council, resolutions for the projects recommended for funding will be prepared and brought back within 3 meetings. A filing fee of $374.50 must be paid for approved projects after the resolution is approved. The developer must complete the project within a specific appropriate time frame. Once the utility installation is complete, the developer will have 6 months to pay the city back before the properties are assessed and interest is charged. PLEASE BE AWARE THAT: • Applications are NOT considered on a first -come, first -serve basis. City Council will ultimately determine priority of projects at one of their meetings after having reviewed each application. • If using "Method 1" (see application), a person may only be eligible for reimbursement AFTER the creation of a special improvement district under Seward City Code Chapter 5.22 and the assessment of installation costs under that chapter. • Criteria, requirements, or code may change between the time the original application is submitted and when the application is reviewed. All code and requirements added in the meantime must be adhered to by the developer. If you have any questions about this application, please contact the Community Development Director, Daniel Meuninck at 907-224-4048 or deuninck@cityofseward.net 5 APPLICABLE DEFINITIONS For purposes of this application, the following terms, if used, have the following meanings and parameters: Person: extends and applies to bodies politic and corporate, and to partnerships and associations, as well as to individuals. Benefiting property: an area or zone which will directly benefit by a specific public utility extension. Cost of extension: the developer's actual direct cost of constructing a public utility extension. Developer: means a person who owns undeveloped land within the city. Program Fund: a fund created expressly to fund the reimbursement and incentive program. Public improvement: those improvements to or in connection with streets, sidewalks, parks, playgrounds, buildings, sewer systems, water systems, harbor facilities and any other real property or appurtenances thereof of the city used by the public. Public utility: includes all common carriers in the public streets, water, sewage disposal, electric light, central heating, gas, electric power, telephone and telegraph lines and systems, garbage collection, garbage disposal and reduction plants, docks and such other and different enterprises as the law or the council may determine to be or designated as public utilities. Local improvement: those public improvements which are especially beneficial to the property affected and shall further include the abatement of such unsafe, unsightly, unhealthful or unsanitary conditions as the council shall determine to be a public nuisance. Undeveloped land: tracts or parcels of land that are not part of an existing improvement district and have no significant or substantial improvement, infrastructure, grading, or site development related to residential, commercial, or industrial uses or outstanding building permits. The provisions of this section specifically do not apply to tracts within the Seward Marine Industrial Complex (SMIC). 6 Developer Reimbursement Program Application Supplemental Page 1 Installation Cost Details & Request for Reimbursement: A. Resurrection Bay Investments, LLC (RBI) owns a total of 147 acres located at 1303 Nash Road. (see attached "KPB Screenshot"). Of the 147 acres owned, 107 acres are inside Seward City limits. Of the 107 acres located inside Seward city limits, RBI is subdividing 40 acres into 14 parcels (Lots 1-11 and Tract B-D). These parcels are referred to as Mount Alice Estates. Mount Alice Estates is Seward's first gated community with residential, oceanfront lots. RBI has completed the surveying of the subdivision. Through the City's public process, RBI has been granted the right to develop the area as a Planned Unit Development. RBI has acknowledged the terms of the City's Conditional Use Permit throughout their development. RBI completed the public process to rezone Mount Alice Estates from Resource Management (RM) to a multifamily -residential (R3) zoning designation. As of recently, RBI completed the development of a private road, and the engineering report for soils is 90% complete. RBI anticipates all items required by Kenai Peninsula Borough for final plat approval of Mount Alice Subdivision to be submitted no later than October 15, 2025. Electricity will be accessible to each parcel and RBI is asking the City to assist the developer in the cost of the installation of electricity from Nash Road to the end of Darling Circle. Darling Circle is approximately 1900' long and 22' wide. The City's estimated cost to bring electric to the end of Darling Circle is $83,882.08. B. See attached "JO#3814" Statement of Purpose & Disclosures: A. The passion that surrounds the development of Mt. Alice Estates has coincided with the City of Seward's intent to provide opportunities for higher density residential settings with a mix of housing units which are predominately multifamily units close to concentrations of public services, employment, and/ or recreation. Mount Alice Estates will encourage the development of condominiums on the larger tracts, and 7 the development of these parcels will provide more housing options near recreation and employment opportunities on Nash Road. Mount Alice Estates has been mindfully developed with great consideration to green spaces, oceanfront access for all residents, health and safety and the preservation Seward's small town feel and friendly environment all while embracing the breathtaking natural environment of the area. Mount Alice Estates has designated a 30' private easement for all residents to access Resurrection Bay via Darling Circle. This beach access easement is intended to ensure quality of life for all its residents and their invitees. As mentioned previously, Mount Alice Estates is Seward's very first gated, private community that offers ocean front lots and direct access to Resurrection Bay making this development unique and diversifying Seward's housing inventory. The development will embrace Seward's small town feel while supporting the people's desire to live in quiet neighborhoods. B. These lots currently have access to Electric and Water. I am applying for the DRP program to bring Sewer to these lots so that they can be sold and/or developed. Bringing the sewer utility to these lots could also serve the city water tank at the top of Unimak Circle, as well as a portion of Tract C-7, which sits on the North side of Unimak Circle. The total estimated cost to run the sewer to service my last lot (18) is $120,000. The City could choose to continue the sewer line past my property to serve the adjacent water tower. The purpose of this extension would make it possible to develop these properties to aid in the minimal vacant land within city limits available for development, and with the tight housing situation currently in Seward. These are large lots (approx.. 1/2 ac.) that could potentially accommodate single family homes due to the close proximity to schools and services, while adding to the tax base for the city. These lots have no liabilities owed to any utility, contractors etc. This is raw, vacant land that has had no development prior and is not located in a flood zone. Since I am unable to attend the work session, I wanted to add some additional information to my application. If my application was selected to be a recipient for funding, in addition to benefiting my property, the vacant land on the North side of Unimak Circle, and service to the city water tower would be possible. I recently spoke with public works director Doug Schoessler, and he committed support in favor of extending the sewer utility. I have had inquiries to purchase 2 of my lots for residential development, but without having sewer available, it makes development unattainable. In closing, I feel that since water and power is currently available, the project is relatively small in scope and will complete the utility installation so these properties can be developed. I am also including a copy of the plat, showing my lots highlighted, as well as private property to the North of Unimak Circle and the city property and water tower at the end of Unimak Circle. Lots on this block are all 4,500 sq/ft. Am I grandfathered in for a duplex on each lot as the lots subdivision was platted before the City put restrictions on the land usage. So I am attempting to build on lots 3 and 4, 9,000 sqft, and will have a 2 bedroom home with a 1 bedroom ADU unit so it is essentially a 3bedroom 2 bath home I am homeless for about 9 yrs now surviving in Seward house sitting for people. I am 77 years old and plan to occupy the ADU side of the home where the other end would be for my caretaker. As Army veteran and senior citizen I have been paying full property taxes to KPB because I have no home to live on while most other seniors in KPB get a nice tax break on the first 350,000 value on their property. I am not given a tax break til I am living on the property. Properties owned. I own 8 contiguous lots ....essentially the south third of Bayview Addition Block 9 lots 1-4 and lots 21-24. Each lot is 45x100 ft. Previously, I designed and built a 3500 sq/ft home at 2604 Birch St, 5 bedrooms and 2 baths approximately 1992. Located at 2604 Birch Street in Forest Acres, lot JJ. With help from Matt Genovese and Swenson Construction. Before that I built out on Questa Woods area, a 4 bedroom 2 bath home, also 3500 sq/ft, on Winterset Rd now owned by Steve Pautz. This is the 4th attempt to build on these Bayview properties. The first attempt was by Roger Swenson, dba Swenson Construction in 2004. We had purchased this land in 1994 in partnership. His plans were disapproved by the City of Seward so he moved to Minnesota. This is my third attempt to build on this property. The first 2 attempts I was twarted by the huge electric cost in excess of 67,000 on all 24 lots of this block even though I only requested service to one lot for a single two bedroom home. So more recently, with the new City staff, I was able to get electric service to the one lot I wanted to live on after almost 20 years of trying. The electric was installed in 2023 but the service has yet to be activated. The installation work that the City did was paid for as soon as I recd the billing. The approximate 18 year wait to get electric the electric service has cost me dearly as inflation has probably doubled or tripled the cost of water and sewer work. I am hoping with the City participation I can get a roof over my head and take advantage of the KPB tax break for seniors. Since I have no retirement and live off a fixed income primarily social security it will be very helpful to get a tax break like most senior citizens in the KPB receive. I have been grooming this property for 30 years and paying taxes on it the entire time yet due to restrictions have been able to live on my property. City funding of the extention of water main and sewer main will be used to build a home on my lot if it pencils out. All other lots on Block 9 and 10 and further west will benefit by being that much closer to City utilities. 1 contend that I should not have to fund a new fire hydrant nor the repaving of Caines Street. For some reason the street was paved toward my property even though there were no utilities installed 49 Page 2 yet. So if it wasn't paved I would not have this development expense. Also I contend that I should not need a fire hydrant for my one home because it is easily within reach of the hydrant at Pacific Park Apt complex and the route to my house has no obstructions. A one hundred pound fire hose can easily be laid between the existing hydrant to the fire truck which would utilize the existing service road on Harold Ave. Then its maybe 75 feet to where my home would be located. I agree a hydrant would be needed if other lots were developed in the future but I have no plans to develop more lots. I am 77 yo and according to the federal govt my life expectancy is 83...that's 6 yrs. Then once land is sold to a new developer with bigger plans a lot more infrastructure will be needed to support their plans. As it is, my extension of the water and sewer lines will assist any and all attempts to further develop this area once I pass on. COSTS ASSOCIATED WITH DRP ELECTRIC. No cost to City as my power was billed and paid for coming off an existing transformer. My cost to develop is 4,200. Paid in full. WATER. The City water main would have to be extended from the entrance to Pacific Park to my lot 3/4. I have discussed my opts with Doug Schossler and he recommended that we extend the line west on Caines St then north on the Harold Ave under the existing service road. As far north as my lot 3. That would feed water to a privately installed line up to my house. Metco estimate at inclosure 3 is estimated at 28,750.00 SEWER. The City water main would likewise need to be extended west up Caines Street. Install a new manhole where the line would head north across Caines Street then north up Harold Ave to my lot 3 line, along the east edge of Harold Ave. This allows for ample separation of the water and sewer Main lines. Metco estimate is at 60,000. Ascension Construction, Issac Elhards estimate for Septic 13,000 as I am beyond 200 lineal feet as allowed by City code title 14 Utilities 14.20.025 (Ord. 504, 1982: Ord. 610, 1988), inclosure 2. We ran into an issue with the Borough because we were given incorrect information by their platting departments. Building Costs: Without fire hydrants in close proximity, the requirement of having a home sprinkler system adds a significant cost to both the design/engineering of the system as well as the installation of it. Having fire hydrants along this route would alleviate the need for those to be installed, thus significantly decreasing the cost of building. Proposal: A waterline Loop would directly front 21 of the 31 lots and bring fire hydrants into proximity of the lots making it so that property owners would not be required to install sprinkler systems. (see attached graphic) They would not have to drill wells, which would make the replatting situation with the borough significantly easier to navigate. In discussions with Doug Schoessler, this could potentially service every lot with water if the few outside lots could run a service line from the main (at their own expense — significantly cheaper than drilling a well).
