Resolution 2026-016: Authorizing the City Manager to Purchase a Ford Transit Van for the Electric Department
to Replace the Existing Mobile Equipment Shop Vehicle in the Amount $79,995 and Appropriating Funds
Resolution 2026-017: Authorizing the City Manager to Enter into a Three-Year Agreement, from January 1, 2026
– December 31, 2028, with the Seward Chamber of Commerce for the Provision of Visitor Services and Economic
Development Activities in the Amount of $400,000 Annually, with a CPI Increase Each Year and Appropriating
Funds [Amendments in italics]
Resolution 2026-018: Authorizing the City Manager to Purchase a 2026 Ford F-350 Crew Cab Plus Accessories

Darian Draper was appointed to PACAB [Port and Commerce Advisory Board] with a term set to expire July
2028.
There were no grounds for protest to the renewal of the AMCO liquor license or the restaurant endorsement for
the Flamingo Cocktail Lounge.
The discussion of the draft ordinance for marijuana regulations in Title 8 was postponed to February 23, 2026.

PUBLIC HEARINGS
NOTICE IS HEREBY GIVEN that the Seward City Council will conduct public hearings on the following items
of business at a regular meeting on Monday, February 23, 2026:
Ordinance 2026-002: Amending Seward City Code §15.10.215 Parking and Associated Parking References
within Title 15 [Sponsored by P&Z]
Public hearing documents are available for review at the City Hall. The public hearing will be held during the
meetings in the Council Chambers at City Hall at 410 Adams Street. All interested persons are invited to attend
the meetings and participate in the discussion.
BOARDS & COMMISSIONS VACANCIES
Planning & Zoning Commission
City Council is seeking applications from residents inside city limits interested in serving on the Planning & Zoning
Commission. There are two seats expiring at the end of February 2026. City Council will be making the new
appointments at the February 23, 2026 council meeting. The new terms are for the full 3 years and will take effect
March 1, 2026.
Planning & Zoning holds regular meetings on the first Tuesday of every month at 7:00 p.m. and work sessions the
third Tuesday of every month at 6:00 p.m. or at other times as needed.
Commissioners shall be compensated for service at the rate of $100 per month. Application forms are available in
the Office of the City Clerk and on the city website at www.cityofseward.us. Completed application forms must
be filed with the City Clerk. Please email clerk@cityofseward.net for more information.

Historic Preservation Commission
City Council is seeking applications from those interested in serving on the Historic Preservation Commission.
The commission meets four times a year, typically on a designated Thursday in January, May, September, and
November. There is one seat available on the commission with a term set to expire May 2028. At least four seats
shall be filled by residents inside Seward city limits. If there are no city residents applying, council may consider
filling the seats with non-residents.
Port & Commerce Advisory Board (PACAB)
City Council is seeking applications from those interested in serving on PACAB. The board meets on the third
Wednesday of each month at noon. There are no PACAB meetings during the months of June, July, and August.
There is one seat available with a term expiring in July 2026. At least four seats shall be filled by residents inside
Seward city limits. If there are no city residents applying, council may consider filling the seats with non-residents.
