5/26/2026 CC Meeting Laydown from City Manager and Parks & Rec 2 pages Resolution 2026 — 053 Laydown The addition of utility sites at the Seward Municipal Waterfront Campgrounds has been identified as a priority in the Parks & Recreation Master Plan for more than a decade and has remained on the City's Capital Improvement Project (CIP) list for the past five years. To move the project forward, Parks & Recreation reached out to CRW Engineering to submit a proposal. CRW's scope includes engineering and design for 36 electrical pedestals with water connections, land surveying, preparation of bid ready construction documents, permitting, bidding and construction support, and milestone inspections throughout the project. The proposed timeline is anticipated for Fall of this year. This will ensure no negative impacts on the tourist season or loss of revenue due to the need to close campsites. No firm project costs have been established; although preliminary rough calculations from past years when this project was considered in 2021 had the total project cost at $400,000. This effort would build on prior campground improvements made by Parks & Recreation. In 1995, the department installed 20 water and electric RV hookup sites, followed by the conversion of 75 dry camping sites to utility sites in 2004. It has been more than 20 years since the City has made a comparable investment in enhancing the campground visitor experience. As demand for utility equipped RV camping continues to grow, this project positions Seward Parks and Recreation to improve guest satisfaction, and strengthen a key revenue generating municipal asset. The campground season runs from April 15 through September 30 (167 days), with conservatively predicting 150 days of full occupancy for the new utility sites (waterfront sites are very popular).
