Planning and Zoning Agenda Statement
Meeting Date: June 2, 2026
To: Planning and Zoning Commission
Through: Daniel Meuninck, Community Development Director
From: Courtney Bringhurst, Planner
Agenda Item: Resolution 2026-006, of the Planning and Zoning Commission of
the City of Seward, Alaska, granting a six-month extension of CUP
2025-010 for the construction and operation of a hotel at 313 and
315 Fourth Avenue
Background and justification:
On December 2, 2025, the Planning and Zoning Commission approved Resolution 2025-039,
authorizing Conditional Use Permit (CUP) 2025-010 for Grace Group Properties 1 LLC to
construct and operate a hotel at 313 and 315 Fourth Avenue. The permit became effective on
December 12, 2025.
Pursuant to Seward City Code (SCC) 15.10.320(G)(1), an approved conditional use permit lapses
six months after approval if no building permit is obtained or if the approved use is not initiated.
As such, CUP 2025-010 is scheduled to expire on June 12, 2026.
The applicant has informed City staff that construction of the hotel is not anticipated to begin until
August 2026 and has therefore requested a six-month extension of the permit. SCC
15.10.320(G)(2) authorizes the Planning and Zoning Commission to grant extensions of up to six
months when circumstances have not changed sufficiently to warrant reconsideration of the
original approval.
Staff finds that the conditions surrounding the project and the proposed use of the property have
not substantially changed since the original approval of CUP 2025-010. Approval of the requested
extension would allow the applicant additional time to obtain the necessary permits and initiate
the approved development without requiring a new conditional use permit application.

Strategic Plan: N/A
Seward City Code § 15.10.320(G) provides that the Commission may grant an extension of up to
six months for a conditional use permit, provided the request is submitted before the permit expires
and circumstances have not changed enough to require reconsideration of the original approval.
