RESOLUTION 2026-062
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,
AUTHORIZING THE CITY MANAGER TO PARTICIPATE IN THE ALASKA PUBLIC
RISK ALLIANCE LOSS CONTROL INCENTIVE PROGRAM FOR THE 2025-2026
POLICY YEAR AND ACCEPTING THE PROGRAM REFUND IN THE AMOUNT OF
$26,003
WHEREAS, the City of Seward is a member of the Alaska Public Risk Alliance (APRA); and
WHEREAS, APRA provides comprehensive risk management assistance and provides workers'
compensation, liability, and property coverage for the City of Seward; and
WHEREAS, APRA has developed the Loss Control Incentive Program to encourage members to
engage in risk management activities that reduce injuries, property losses, liability exposure, and
workers' compensation claims; and
WHEREAS, members who participate in the APRA Loss Control Incentive Program and
complete qualifying activities may earn premium contribution refunds; and
WHEREAS, the City of Seward successfully completed qualifying activities under the APRA
Loss Control Incentive Program and has been awarded a total refund of $26,003, representing a
4.5% refund on workers' compensation premiums and a 7.2% refund on general liability
premiums; and
WHEREAS, it is the policy of the City of Seward to provide a safe environment for its elected
officials, employees, residents, visitors, and members of the public; and
WHEREAS, participation in the APRA Loss Control Incentive Program supports the City's
commitment to workplace safety, risk reduction, and fiscal responsibility by reducing losses and
insurance costs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SE%%ARD, ALASKA:
Section 1. The City Council hereby authorizes the City Manager to participate in the Alaska Public
Risk Alliance (APRA) Loss Control Incentive Program for the 2025-2026 policy year and take all
actions necessary to implement and administer the City's participation in the APRA Loss Control
Incentive Program.
Section 2. The City Council hereby accepts the APRA Loss Control Incentive Program refund in
the amount of $26,003, representing a 4.5% workers' compensation premium refund and a 7.2%
general liability premium refund.

Section 3. Funding in the amount of $26,003 is hereby appropriated in the General Fund Insurance
Recovery revenue account 01000-0000-4632.
Section 4. This resolution shall take effect immediately upon adoption.

Background and justification:
The City of Seward is a member of the Alaska Public Risk Alliance (APRA), which provides
comprehensive risk management services and insurance coverage, including workers'
compensation, liability, and property protection.
APRA's Loss Control Incentive Program encourages members to engage in risk management
activities designed to reduce workplace injuries, liability exposure, and property losses. Through
participation in the program, members may qualify for premium contribution refunds by
completing employee training, maintaining an active safety committee, and implementing other
risk management activities.
The City successfully completed qualifying activities during the current program year and has been
awarded a refund totaling $26,003. This refund represents a 4.5% rebate on workers' compensation
premiums and a 7.2% rebate on general liability premiums.
The City has historically participated in loss control incentive programs and has used incentive
funds to offset insurance costs and support workplace safety initiatives. Continued participation
demonstrates the City's commitment to employee safety, risk reduction, and fiscal responsibility.
