ORDINANCE 2026-006
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,
AMENDING THE SEWARD CITY CODE TITLE 3 PERSONNEL CHAPTER 3.01.035
DEFINITIONS AND CHAPTER 3.05.015 RESPONSIBILITY AND AUTHORITY
WHEREAS, Title 3 Personnel, Chapters 3.01.035 Definitions and 3.05.015 Responsibility and
Authority define terms and explain the delegation of authority for different segments of city
government with regard to personnel; and
WHEREAS, the change to Chapter 3.01.035 Definitions corrects an error stating the Human
Resources Manager is the director of a department, where no such department exists; and
WHEREAS, the change to Chapter 3.05.015 Responsibility and Authority applies a broader and
more practical description of the responsibility of the Human Resources Manager; and
WHEREAS, these changes are being made ensure city code is accurate and reflects current
operations and best practices.
NOW, THEREFORE, THE CITY OF SEWARD ORDAINS:
Section 1. Seward City Code Title 3 is hereby amended to read as follows with new language
underlined and deleted language stfic=ken.
3.01.035 Definitions.
J. Human resources manager, also referred to as the personnel officer, means the position responsible

Section 2. This ordinance shall take effect ten days after enactment.

Background and justification:
In Seward City Code, Title 3 Personnel, Chapters 3.01.035 Definitions and 3.05.015
Responsibility and Authority, define terms and explain the delegation of authority for different
segments of city government regarding personnel management.
The change to Chapter 3.01.035 Definitions corrects an error stating the Human Resources
Manager is the director of a department. The Human Resources Manager operates within the
Administration Department.
The change to Chapter 3.05.015 Responsibility and Authority applies a broader and more
practical description of the role of the Human Resources Manager. The responsibilities and
descriptions of authority presented in this chapter are intended to be overarching functions rather
than granular duties that are better suited for job descriptions.
These changes are being made to ensure the accuracy of Title 3 and reflect current operations
and best practices.
