RESOLUTION 2026-066
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,
AUTHORIZING THE CITY MANAGER TO FUND LONG BUILDING
TECHNOLOGIES FOR A BUILDING AUTOMATION CONTROLS UPGRADE AND
STEAM HUMIDIFIER REPLACEMENT FOR THE SEWARD COMMUNITY LIBRARY
& MUSEUM IN THE AMOUNT OF $175,366.85 AND APPROPRIATING FUNDS
WHEREAS, the Seward Community Library & Museum preserves library collections, museum
artifacts, archival materials, and historical objects that are owned by the City of Seward and held
in trust for future generations; and
WHEREAS, these collections require stable temperature and humidity to reduce deterioration,
mold, corrosion, warping, and other environmental damage; and
WHEREAS, the existing building automation controls are obsolete and the existing steam
humidifier has reached the end of its useful service life, increasing the risk of equipment failure
and unstable environmental conditions; and
WHEREAS, LONG Building Technologies has provided quotes in the amount of $152,000 for a
building automation controls upgrade and $23,366.85 for a steam humidifier replacement, for a
total project cost of $175,366.85; and
WHEREAS, LONG Building Technologies is the City's existing building controls contractor and
is familiar with the Library & Museum HVAC system, providing the best value and continuity of
service.
WHEREAS, approval of this project is in the best interest of the City of Seward because it protects
valuable public assets and improves the long-term reliability and efficiency of the facility.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA:
Section 1. The City Council authorizes the City Manager to fund LONG building technologies for
a building automation controls upgrade and steam humidifier replacement for the Seward
Community Library & Museum in the amount of $175,366.85 and appropriating funds.
Section 2. Funding in the amount of $175,366.85 is hereby transferred and appropriated from the
Capital Acquisition Fund 80010-1500-8101 Infrastructure Expense Account.
Section 3. This Resolution shall take effect immediately upon adoption.

Background and justification:
The Seward Community Library & Museum maintains thousands of circulating materials, archival
records, historic photographs, museum artifacts, and other irreplaceable cultural resources owned
by the City of Seward. These collections require stable temperature and humidity to prevent mold
growth, deterioration, cracking, warping, corrosion, and other environmental damage.
The building's existing automation controls have reached the end of their useful life and are
increasingly difficult to maintain. LONG Building Technologies has proposed replacing the
obsolete control system with modern Distech IP controllers, improving reliability, monitoring
capability, energy management, and long-term serviceability. In addition, the existing steam
humidifier has reached the end of its service life and must be replaced to maintain proper humidity
levels throughout the facility.
The total project cost is $175,366.85, consisting of $152,000 for the controls upgrade and
$23,366.85 for the steam humidifier replacement. LONG Building Technologies currently services
the Library & Museum HVAC controls and is familiar with the facility, making them the most
qualified contractor to perform this work with minimal disruption.
Approving this resolution protects the City's investment in its Library & Museum collections,
improves operational reliability, reduces future maintenance costs, and helps ensure the long-term
preservation of Seward's historical and cultural assets.
