Date: 8/18/2026 Purpose: CUP Code/Application Updates; Future Land Use Map (FLUM) Present: Daniel Meuninck Courtney Bringhurst Jamie Crocker Commission Members Present: Rhonda Hubbard Vanessa Verhey Clare Sullivan Tyna Siptrott Nathaniel Charbonneau Meeting Called to Order at 6:00 Topics: CUP Code/Application Updates; Future Land Use Map (FLUM) 1. Conditional Use Permit (CUP) Updates • Overall intent o Move certain uses (e.g., multifamily, common -lot, studios) from CUP to outright permitted. o Build typical CUP conditions (landscaping, design, mitigation) directly into code + application for consistency. • Code changes o Land uses allowed: • New specific standards for multifamily/related residential so they can be permitted by right. o CUP application requirements: • Current site photos. • Scaled plot plan (drawn to scale; hand -drawn on graph paper acceptable). • Applicant/rep must attend the hearing (in person or phone). o Review criteria (highlights): • Clarified public safety/health/welfare impacts must be mitigatable. • New criterion on noise, glare, odor, nuisances, compared to permitted uses. • New criterion on outstanding taxes/fees/obligations. • Application form enhancements o Add fields for: • Drainage plan / drainage description. • How project addresses ADA / accessibility. o Add checklist for additional considerations: • Wetlands/floodplain, signage, historic district, non -conforming uses/structures, etc. o Include fraud prevention notice re: scam emails seeking "application fees". • Commission feedback / staff follow-up o Public services/infrastructure: • Rhonda: broaden to reference federal, state, local roads and services. • Concern about staying within city's jurisdiction; staff to coordinate language with Public Works/Electric and review example applications. • State/federal coordination: o Support for a simple checkbox flagging sites adjacent to state/federal roads/lands and noting that additional approvals may be required. • Scaled plans: WORK SESSION NOTES PLANNING & ZONING o Staff to identify free/low-cost tools to help applicants create scaled drawings; continue to offer graph paper. • Landscaping: o Interest in allowing mulch and some decorative materials, while discouraging bare gravel "zero-scaped" lots. o Staff to draft options to expand acceptable groundcovers without normalizing all -gravel yards. 2. Future Land Use Map (FLUM) — Comprehensive Plan • Purpose o Non -regulatory, long-range (�20 years) vision map to guide: • Where housing, commercial, marine, parks, institutional, and resource uses are generally appropriate. o Broader and "fuzzier" than zoning; can cross parcel lines and follow topography/hazards. • Process overview o Step 1: Review existing conditions (zoning, imagery, floodplains, steep slopes, hazards, ownership). o Step 2: Consider future needs: • Housing (incl. Coast Guard expansion), economic growth, marine/port uses, parks, city facilities. o Step 3: Create alternatives: • Combine public workshop map, staff draft, and Commission's work -session map into a draft FLUM for public review with the comp plan. • Categories used (general) o Neighborhood Residential o Mixed -Use Residential o Commercial Corridor o Downtown Core o Marine Commercial o Marine Industrial o Public & Institutional o Parks & Recreation o Natural Open Space o Resource Extraction • Next steps o Staff to digitize and synthesize: • Commission FLUM • Public exercise FLUM • Staff draft o Present a consolidated draft FLUM with the next Comprehensive Plan draft for public and Commission review. o CUP ordinance + application to return at a future regular meeting for formal recommendation/approval. • Closing o Public commenter (Mr. Calhoun) apologized for Commission time spent on Title 15 work later rejected by Council. Work session adjourned at 7:55 p.m
