Date: 7/21/2026 Purpose: Continuation of Conditional Use Permit on Communication Protocol (CUP) Application Process Discussion and Training Present: Daniel Meuninck Courtney Bringhurst Jamie Crocker Commission Members Present: Rhonda Hubbard Vanessa Verhey Brenan Hornseth Clare Sullivan Tyna Siptrott Meeting Called to Order at 6:00 Purpose • Review proposed revisions to the Conditional Use Permit (CUP) application, review criteria, land use regulations, and commissioner communication procedures. Conditional Use Permit Application • Application Updates o Reviewed the redesigned CUP application layout while maintaining the existing application content. o Discussed expanding application requirements to provide more complete information regarding drainage, nuisance mitigation, accessibility, historic district compatibility, and required agency permits. o Emphasized that additional application information is intended to improve project review and awareness rather than serve as approval criteria. • Application Improvements o Discussed requiring site photographs and plot plans drawn to scale. o Discussed requiring applicants to attend public hearings in person or by telephone. o Reviewed adding questions regarding non -conforming uses and applicant responsibility for obtaining all required permits and approvals. Conditional Use Permit Administration • Permit Administration o Reviewed current expiration, extension, modification, and appeal procedures for Conditional Use Permits. o Discussed interpreting project progress more flexibly when applicants are actively pursuing permits or making measurable progress. o Considered extending the current six-month expiration period to better reflect Seward's construction season and permitting timelines. • Compliance and Enforcement o Discussed the need for clearer guidance regarding inactive or stalled projects. o Reviewed modification procedures, appeals, and circumstances requiring additional Commission review. WORK SESSION NOTES PLANNING & ZONING Review Criteria • Reviewed proposed revisions intended to strengthen and clarify CUP review standards. o Discussed improving language related to public health, safety, and welfare to reduce subjectivity. o Reviewed proposed nuisance standards based on measurable impacts rather than discretionary judgment. o Discussed requiring applicants to remain current on financial obligations owed to the City or be in compliance with an approved repayment agreement. Land Use Table Review • Reviewed opportunities to reduce reliance on Conditional Use Permits where development standards can adequately address potential impacts. o Discussed allowing additional residential and commercial uses outright within appropriate zoning districts. o Reviewed development thresholds for multifamily housing, condominiums, townhouses, accessory dwelling units, and commercial uses. o Discussed maintaining Conditional Use Permit review where additional project specific evaluation remains appropriate. Development Standards • Reviewed proposed standards for multifamily and condominium developments permitted outright. o Discussed landscaping, bear resistant refuse storage, ADA compliant parking, and other commonly applied development standards. o Considered incorporating frequently used CUP conditions directly into City code. Commissioner Communication • Reviewed procedures for commissioner communications and public records. o Discussed removing commissioners' personal contact information from the City website. o Reviewed use of the Planning Department email as the primary public contact for the Commission. o Discussed creating City email accounts for commissioners to improve public records retention while allowing continued use of personal email accounts when copied to the City account. o Reviewed best practices for handling City business through email, telephone, and text messaging.
