t~riERh~S, The City of Seward an0 its citizens are imperiled
with economic transportation extinction due to a dramatic
decline in the number of vessels using the clocting facilities
here, and
~vHCREl\S, 'the lUaskn Railroad has consistently negleoted its
responsibility to the cO!nffiunity as a major economic factor in
the continued prosperity of the entire area, and
WHEREAS, it has become appar~nt to all citizens in the
cOt-nmunity that firm action uust be initiated in order to
prevent Se\'1t:lrf.' s ul timate e~~tinction as an important factor
in AlasLan transportation and ns a partioipant in the
overall growth of the stote, and
~fflEREAS, the citiEens of the City of Seward have exhausted
their finanoial resources in the aftermath of the 1964
Good Friday Earthqua..e, never to regain these losses, now,
~FOR~, ~ IT RESOLVED that tbe oitizens of THE CITY or
SE~!1\RD, ALi1.SI~ through their olccted officials, propose that
the foll0\1ing Clevelopment l)1an for the PORT OF SE; :ARl>, ALASKA
be reviewed by the members of the Alaskan Delegation to
Congress, and that they, S~nat:ors Stevens and Gravel ana
Re~esentative Pollock, present this proposal for co~oider-
atioR before THE Ul~ITED S~\TES CONGRESS for final determin-
ation and action. Said Development Plan to be outlined
as follows:
NISSIOiJ Oi'lL.
The citizens of THE CITY OF SEUARD, ALASKA, propose that
irnrnediat~ consideration be given to the construction of
two rai1s1ips to be locnted adjacent to the railroad
dock. The installation of these railslips will provide
needed accau~odation to Trainships using the roll-onl
roll-off ~ethod of loading and discharging railroad cars.
In connection with the construction and operation of
these twin railslips, it is also proposed that consider-
ation be given to construction of a Truck terminal and
warehousing area for the use and general conventCftCe of
truck lines and their employees who will be encouraged
to utilize the expanded full-service facilities.
The citizens further propose that priority attention be
giv~n to the immediate need for construction of a rail-
slip on the east side of the Alaska Railroad Dock which,
in their opinion, constitutes the most feasible location
for the initial construction activity. Next it is pro-
posed that the second trains lip be constructed on the
west side of the Railroad Dock in such a way as to permit
simultaneous operation with the Dock itself and the twin
railslip. It is proposed that action be initiated on an
emergency basis, if necessary, to promote the return of
economic well-being to Seward.

MISSION TWO
The citizens of Seward further propose that The Alaska
Railroad freight tariffs as administered under the
authority of the Interstate Commerce Commission be
favorably revised to encourage shippers to utilize
Seward's dock facilities. The proposal asks that
consideration be extended for a la-year period follow-
ing the completion of the second rails lip.
MISSION THREE
The citizens of Seward request !BE UNITED STATES CONGRESS
to establish a Blue Ribbon Commission to investigate the
feasibility and potentiality of a HIGH SPEED TRANSPORT-
ATION CORRIDOR linking the cities of Kenai, Soldotna and
Seward by means of a highway and a railroad that would
further expand the economic prOfile of the Kenai Peninsula.
MISSION FOOR
The citizens of Seward dedicate themselves to the tasks
ahead and request this assistance in bringing Seward
forward through dramatic economic improvement. The
citizens, through their elected officials, petition
THE CONGRESS OF THE UNITED STATES to give this matter
priority attention consistent with the needs of the Nation
and to implement as soon as possible, positive steps
toward fulfilling this request.
