RESOLUTION NUMBER 828
WHEREAS, on May 24, 1971, the City of Seward adopted Ordinance
Number 381, providing for the issuance and sale of $72,000 of
General Obligation Bonds of the City of Seward for the purpose of
providing part of the funds necessary to expand and improve the
small boat harbor through the construction of a wharf, and

A RESOLUTION ACCEPTING THE BID OF THE UNITED STATES
THE PURCHASE OF $72,000 OF GENERAL OBLIGATION BONDS
SEWARD
WHEREAS, pursuant to Section 11 of Ordinance 381, the author-
ized bonds were offered for public sale, the bids to be received
by the City Manager at his office before 12:00 noon, Alaska Day-
light Time, on June 28, 1971, and to be opened, considered and
acted upon on the same date, a meeting commencing at 7:30 p.m.,
Alaska Daylight Time, by the City Council, and
WHEREAS, all bids submitted have been opened and considered,
and the bid of the United States of America appeared to be the
most advantageous of those bids sUbmitted,
THEREFORE, BE IT RESOLVED by the City Council of the City of
Seward, Alaska:
Section One. That the bid of the United States of America for
the purchase of $72,000 of General Obligation Bonds of the City
of Seward, pursuant to Ordinance Number 381, is hereby accepted.
Section Two. This resolution takes effect immediately upon
passage and approval.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, this 28th day of June, 1971.

sitions to the qualified electors of the City of Seward for
approval or rejection. A majority of electors qualified and
voting in favor of the proposition is required for approval.
PROPOSITION NO. 1
Shall the City of Seward, Alaska, incur indebtedness
and issue its general obligation bonds in an amount not to exceed
$600,000.00 for the purpose of planning and constructing improve-
ments to the water and sewer systems. All these general obli-
gation bonds shall mature within a period not to exceed 40 years,
and shall bear interest at a rate of not to exceed 8% per annum.
PROPOSITION NO. 2
Shall the period of maturity limitation of twenty
(20) years be amended and changed to thirty (30) years as a
condition of and limitation upon the sale of unsold and unissued
harbor improvement general obligation bonds, including those
bonds in the amount of Seventy-Two Thousand Dollars ($72,000.00)
presently to be sold to the Economic Development Administration,
as authorized by Ordinance No. 360 and Resolution No. 464 and
by the qualified electors of the City at the October 5, 1965,
special bond election held for the purpose of such authorization.
Section 5. The foregoing propositions shall be
printed on a single ballot which shall consist of the state-
ment of each proposition in full as set forth in Section 4,
with the following added to the proposition:

Section 6. The qualifications for electors at this
special election are as follows:
a. They must be at least nineteen years of age.
b. They must be citizens of the United States, for
at least one year just preceding the election a resident
of the State of Alaska, and for at least thirty (30)
days just preceding the election resident of the election
district in which the city is located.
c. They must be able to speak or read the English
language as prescribed by law, unless prevented by
physical disability.
d. They must be registered in the manner prescribed
in the Seward Election Code.
e. They must not be barred from voting by any other
provision of law.
Section 7. Registration shall be required as a
qualification of the voters in the special election as provided
in Chapter 8 of the Seward City Code. Polling places shalll be
open from 8 a.m. until 8 p.m. on October 5, 1971. The manner,

method and procedure for conducting the election, including
the canvass of returns, shall be as provided for City elections
in Chapter 8 of the Code of Ordinances of the City of Seward,
Alaska.
Section 8. The City Manager shall cause to be pub-
lished in a newspaper of general circulation in the City such
notices of this election as are required by Section 8-4 of the
Seward City Code.
Publication of this Resolution shall be made by
posting a copy hereof on the City Hall bulletin board for a
period of ten days following its passage and approval.
This Resolution takes effect immediately upon passage
and approval by the City Council of the City of Seward.
