RESOLUTION NO, 867
WHEREAS, there is an increasing need for an Alaska Ferry route between
Southcentral Alaska and the Lower 48, and
Whereas, such a route would require a vessel certified for ocean travel
which, if constructed new, would take several years of planning, bond propositions,
and construction at a probable cost of approximately $20,000,000.00, and
WHEREAS, the M/V WICKERSHAM, which is certified for ocean travel, will
be available in 1974, and
WHEREAS, the M/V WICKERSHAM, because of the Jones Act, cannot legally
operate between Southcentral and Southeastern Alaska ports, and
WHEREAS, the M/V WICKERSHAM, despite the Jones Act, can legally operate
from Southcentral Alaska to Vancouver, B. C. which is only 140 highway
miles from Seattle, and
WHEREAS, the State Ferry System is intended to be an extension of overland
highways without paralleling existing highways, and
WHEREAS, the Southcentral ports which offer the most convenient access
for the major population centers of most of Alaska without paralleling
existing highways are Seward and Valdez,
NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SEWARD,
ALASKA, that the Honorable Governor of Alaska, and the Department
o f Public Works are hereby requested to cause regularly scheduled ferry
service in 1974 between the ports of Seward, Alaska and Vancouver, B, C, with
an intermidiate stop at Valdez, Alaska, and
BE IT FURTHER RESOLVED THAT the above mentioned parties are requestd
to cause the docking terminals involved to be prepared for the M/V WICKERSHAM
prior to the summer of 1974,
This Resolution is effective upon passage and approval.
PASSED AND APPROVED by the Common Council of the City of Seward, Alaska
this 11th day of December, 1972.
