CITY OF SEWARD, ALASKA
RESOLUTION NO. J7~:O I
A RESOLUTION PROVIDING FOR THE SUBMISSION TO
THE QUALIFIED ELECTORS OF THE CITY OF SEWARD,
ALASKA) THE QUESTION OF WHETHER ~lO.3 OF THE
CITY CHARTER SHOULD BE AMENDED TO BRING IT
INTO CONFORMITY WITH THE PRESENT STATUTES OF
THE STATE OF ALASKA AND CURRENT DECISIONS OF
THE UNITED STATES SUPREME COURT.
THE CITY OF SEWARD RESOLVES:
Section 1. That the City Charter of the City of Seward
be amended by amending Section 10.3.
Section 2. That the following proposition be submitted
to the qualified electors of the City of Seward at the regular
municipal election in October, 1973, with a majority of those
electors qualified and voting in favor of each proposition being
required for approval of each proposition:
PROPOSITION 1
Shall the City Charter of the City of Seward be amended
by amending Section 10.3 to read as follows:
Section 10.3.
(a) To be eligible to vote at any city election, a
person must be a United States citizen who is qualified to vote
in state elections, who has been a resident of the city for at
least thirty days immediately preceding the election, who is
registered to vote in state elections, and who is not disquali-
fied from voting under Article V of the state constitution.
(b) The Council shall provide in the code for absentee
voting by registered electors who are infirm or ill or who will
be out of the city for the entire time that the polls are open on
election day.
(c) The Council shall provide in the code for the purity
of elections and the prevention of fraudulent voting.
Section 3. That the foregoing proposition shall be
printed in full on a ballot, along with whatever other Charter
amendments may be proposed) and the following words shall be
added below or next to each proposition as appropriate and next
to a square provided for marking the ballot:
