RESOLUTION 2003-046
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO MAKE THE
FOLLOWING PERSONNEL ADJUSTMENTS: ELIMINATE THE
POSITION OF DIRECTOR OF ADMINISTRATIVE SERVICES (RANGE
29); ESTABLISH A NEW POSITION ENTITLED ASSISTANT CITY
MANAGER (RANGE 24-27); RECLASSIFY THE PLANNING AND ZONING
TECHNICIAN POSITION FROM A RANGE 12 TO A RANGE 15 AND
CHANGE THE TITLE TO PLANNING EXECUTIVE ASSISTANT; AND
RECLASSIFY THE PLANNER POSITION FROM A RANGE 19 TO A
RANGE 21
WHEREAS, the city manager department was reorganized pursuant to Resolution 2001-06
passed by Seward City Council on January 8, 2001, eliminating the Assistant City Manager position
(range 24-27), creating the Director of Administrative Services position (range 29), and reclassifYing
the Planner position and changing the rate of pay; and
WHEREAS, the reorganization in 2001 left a void in the city manager's department and
demonstrated the need for an Assistant City Manager position; and
WHEREAS, this action will eliminate the Director of Administrative Services position
(range 29) and create a new position of Assistant City Manager at the same progressive pay range as
existed prior to the 2001 reorganization (range 24-27), in accordance with Seward City Code
S3.l 0.025 (4) and the principles of job classification and equal pay for equal work; and
WHEREAS, as a result of the Wage and Salary Study conducted in 2001, the wage
committee examined the two positions in the planning department and recommended that they be
reclassified on the basis of equal pay for equal work; and
WHEREAS, this plan will bring the Planning Executive Assistant position to a range 15,
commensurate with the range in existence in 1999 prior to the department experiencing turnover, and
will reclassify the Planner position to a range 21 and make the Planner position an exempt position
(not subject to overtime compensation), according to the provisions of the Fair Labor Standards Act.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to eliminate the Director of Administrative
Services position (range 29), and add a new position entitled Assistant City Manager (range 24-27).

Section 2. The City Manager is authorized to reclassify the Planning and Zoning Technician
position from a Range 12 to a Range 15 and change the title to Planning Executive Assistant.
Section 3. The City Manager is authorized to reclassify the Planner position from a Range 19
to a Range 21 and make the Planner position an exempt position, not subject to overtime
compensation.
Section 4. This resolution shall take effect immediately upon its adoption, per SCC
S3.15.100 (c).
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 28th
day of April, 2003.
