RESOLUTION 2003-050
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AWARDING A CONTRACT FOR ONE AND ONE-HALF YEARS
TO MERRITT ENTERPRISES FOR CUSTODIAL SERVICES AT THE
HARBOR BUILDING, THE NATIONAL PARK SERVICE SITE
RESTROOMS AND THE NORTHEAST LAUNCH RAMP RESTROOMS
WHEREAS, the City of Seward had properly advertised a request for bids to provide
custodial services, and Merritt Enterprises scored equally on criteria points and was the lower
bidder; and
WHEREAS, Merritt Enterprises has continually performed custodial duties and provided
quality service in recent history; and
WHEREAS, a one and one-half year contract will bring our calendar through the next
fiscal year, and extensions, up to five years total for this contract, will be made administratively
insofar as insignificant changes are made; and
WHEREAS, the harbor department recommends this contract based upon quality
service, the flexibility of the contractor and a valuable service at a good price to the taxpayer.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. It is in the public's interest to award a contract, thereby continuing to keep
employee costs reduced and eliminating duplicate tasks among departments.
Section 2. The City Manager is hereby authorized to extend a contract, from May 15,
2003 until December 31, 2004, with Merritt Enterprises to provide custodial services at the
Harbor Building, the National Park Service site restrooms and the Northeast Launch Ramp
restrooms.
Section 3. The contractor shall be paid every two weeks, as invoiced on a timely
basis, as per the attached contract.
Section 4. The contract can be extended administratively, up to a five year total,
insofar as insignificant changes are made.
Section 5.
This resolution shall take effect immediately upon its adoption.

Agenda Item: Custodial Contract: Merritt Enterprises for Harbor Restrooms
BACKGROUND & JUSTIFICATION
Over the winter the City of Seward sent out requests for proposals (RFP) for custodial
services to various City off-site locations. Two responsive companies replied, and after
points were scored, Merritt was awarded the Harbor restrooms. (We did delay the criteria
scoring for months while the sales tax issue was unresolved.) Both companies tied in points
and Merritt was the lower bidder. Merritt has performed well for the City in the past.
Attached you will find the Merritt Contract for just over a one and one-half year contract
for the Harbormaster’s restrooms year-round, and the restrooms and the Northeast launch
area and the outdoor restrooms behind the National Park Service building during the
summer. The contract will be renewable administratively, up to five years, if insignificant
changes are made.
Payment will be $840.00 every two weeks. This amount is within budget of the Harbor
operating expenses.

FISCAL NOTE:
The annual expense of $21,840 is within the Harbor’s budget. Approved by Finance

RECOMMENDATION:
City Council approve Resolution 2003 -50 awarding a one and one-half-year
contract to Judy Merritt, d.b.a. Merritt Enterprises for custodial services in
Harbor restrooms, per the attached contract for an annual amount of
$21,840.00.
