CITY OF SEWARD, ALASKA
RESOLUTION 2003-58
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, SUPPORTING AN APPLICATION FOR A
FISHERIES ECONOMIC DEVELOPMENT MATCHING GRANT
TO THE STATE OF ALASKA, DEPARTMENT OF COMMUNITY
AND ECONOMIC DEVELOPMENT (DCED)
WHEREAS, on May 14, 2003, the DCED solicited grant applications in concert
with Governor Frank Murkowski's recently announced Alaska Fisheries Revitalization
Strategy; and
WHEREAS, the Revitalization Strategy combines federal Fisheries Disaster
funds authorized under Title V - Fisheries Disaster, Section 501(b) of the 2003 Federal
Appropriations Bill and Southeast Sustainable Salmon Fund monies, authorized under the
Pacific Salmon Treaty Fund, made available by the work of Alaska Senator Ted Stevens;
and

WHEREAS, the Revitalization Strategy is a multi-level, multi-year plan designed
to spur increased productivity and innovation in the Alaska fishing industry by investing
considerable resources into critical commercial fisheries infrastructure and capital
improvement projects; and
WHEREAS, a key component within the Revitalization Strategy is the Fisheries
Economic Development Grant Program (Program), to be administered by DCED; and
WHEREAS, the commercial fishing infrastructure in the Small Boat Harbor is
essential to the commercial industry and is in dire need of repair, modernization and
upgrade to sustain a healthy and vibrant commercial activity; and
WHEREAS, the repairs, modernization and upgrades would include essential
items such as fire services, electrical replacement and increased and improved dockside
access to the supporting upland facilities, including the lift dock, T dock and city dock
and to improve accessibility and efficiency of support functions.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The City Council fully supports the commercial fishing industry and
recognizes it as an essential economic component in the community.

Section 2. The City Council fully supports application to DCED for a Fisheries
Economic Development Grant and directs the City Administration to apply for such a
grant to fund the following project:

Development Matching Grant Application to the State of
Alaska, Department of Community and Economic
Development (DCED)
BACKGROUND & JUSTIFICATION:
On May 14, 2003, the DCED solicited grant applications in concert with Governor Frank
Murkowski’s recently announced Alaska Fisheries Revitalization Strategy. The Revitalization
Strategy combines federal Fisheries Disaster funds authorized under Title V – Fisheries Disaster,
Section 501(b) of the 2003 Federal Appropriations Bill and Southeast Sustainable Salmon Fund
monies, authorized under the Pacific Salmon Treaty Fund, made available by the work of Alaska
Senator Ted Stevens.
The Revitalization Strategy is a multi-level, multi-year plan designed to spur increased productivity
and innovation in the Alaska fishing industry by investing considerable resources into critical
commercial fisheries infrastructure and capital improvement projects.
A key component within the Revitalization Strategy is the Fisheries Economic Development Grant
Program (Program), to be administered by DCED. This Program is intended to assist communities in
the fishing regions identified as (defined by Alaska Department of Fish and Game, Division of
Commercial Fisheries) Southeast, Central, A-Y-K, and Westward that have been impacted by the
downturn in the fishing industry.
Assistance will be provided in the form of one-time funding (grants) for new, expansion of, or
improvements to fisheries-related infrastructure projects, economic development projects, or business
that have the potential to: (1) increase Alaska seafood/product quality, (2) increase Alaska
seafood/product diversity and/or value in the consumer or food service market(s), (3) increase
profitability for the harvesting and/or processing sector of the industry, (4) increase efficiencies and
productivity in the industry, (5) lower costs within the industry, or (6) increase economic activity
within the community and/or region.
There is approximately $13 million available for grants under this Program. DCED is now requesting
proposals from applicants interested in receiving one-time financial assistance (grant) under this newly
established Program. Those interested in submitting applications under this Program are to follow the
instructions provided in this Grant Application Guide and must submit their completed application
prior to 4:30 p.m. June 2, 2003.
A Resolution of Support is required to be eligible for consideration.
The project will consist of the following elements as contained in the recently adopted Harbor Area
Planning and Development Guide.

FISCAL NOTE:
An estimated $3.5 million is needed to repair, replace and upgrade facilities in poor to very poor
condition. This major rehabilitation of the core commercial fisheries infrastructure (lift dock, T dock,
city dock) is identified as a mid-term goal, yet no funding has been identified to complete the project.
