CITY OF SEI.IARD
RESOLUTION NO. 81-58
A RESOLUTION REQUESTING THE KENAI PENINSULA BOROUGH TO PROVIDE
ADEQUATE STAFFING OF THE ASSESSORS OFFICE TO CONTINUE AT THE
VERY LEAST THE PRACTICE OF BIENNIAL REAL PROPERTY ASSESSMENTS
WHEREAS, the Kenai Peninsula Borough reduced its real property
assessing staff by reducing their 1981-82 budget, and
liHEREAS, the budget cut will result in many areas not being assessed
on at least a biennial basis and therefore create instability on the part of the
cities and service areas to maintain a stable mill levy, and
WHEREAS, many property owners in the absence of at least a biennial
assessment will receive substantial increases on their assessments representing
three or four year intervals between assessments, and
WHEREAS, good, sound fiscal government policy designed to stabilize as
much as possible the various tax levies of the City of Seward is the desire of the
City Council of the City of Seward.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SEWARD,
ALASKA, that:
Section 1. The Kenai Peninsula Borough adequately staff the assessing
department to provide at the very least biennial real property assessments in the
City of Seward and the Kenai Peninsula Borough.
Section 2. The Kenai Peninsula Borough is requested to provide in its
1982-83 budget adequate funding to eliminate the multi-year assessment cycle
bringing the Borough in strict conformance with Alaska law, thereby achieving
equity of assessments.
Section 3. This resolution shall take effect immediately upon
adoption.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA,
this 14 day of December , 1981.
