CITY OF SEWARD, ALASKA
RESOLUTION NO. 77-25
A RESOLUTION PROVIDING FOR THE SUBMISSION TO
THE QUALIFIED VOTERS OF THE CITY OF SEWARD, ALASKA
THE QUESTION OF WHETHER THE CITY COUNCIL SHOULD ENACT A SALES TAX
IN THE AMOUNT OF TWO PERCENT (2%) ON ALL SALES ALREADY TAXED
BY THE KENAI PENINSULA BOROUGH WITHIN THE CITY OF SEWARD,
AT AN ELECTION TO BE HELD FOR THAT PURPOSE IN AND FOR
THE CITY OF SEWARD, ALASKA, ON OCTOBER 4, 1977
WHEREAS, the City Council may by ordinance establish a sales tax
of three percent (3%) upon all sales or services taxed by the Kenai Peninsula
Borough, and
WHEREAS, there is a need for reducing the tax burden on the local
property owner, and
v~]EREAS, a sales tax will more equitably distribute the collection
of revenue, and
WHEREAS, revenue collected from a two percent sales tax will allow
a property tax reduction of six mils in 1978 and repeal of the hotel-motel
tax and the inventory tax, and
WHEREAS, the City Council wishes to determine whether the electorate
favors the imposition of such a tax;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City
of Seward, Alaska, declares it to be in the public interest to establish a
sales tax in the amount of two percent on all sales and services presently
being taxed by the Kenai Peninsula Borough, to be levied and collected in
the same manner as the Borough sales tax is levied and collected.
BE IT FURTHER RESOLVED that an election shall be held on Tuesday,
October 4, 1977, for the purpose of submitting such proposition to the qualified
voters of the City of Seward for approval or rejection. Said proposition shall
be in the following form:
PROPOSITION NO. ONE
Shall the City Council of the City of Seward enact an
ordinance imposing a two percent (2%) tax on all sales and
services within the City of Seward, Alaska, presently being
taxed by the Kenai Peninsula Borough, to be levied and col-
lected in the same manner as the Borough sales tax is levied
and collected?

BE IT FURTHER RESOLVED that the foregoing proposition shall be
printed in full on a ballot which may contain other propositions, and the
following words shall be added below or next to the proposition, as appro-
priate, and next to a square provided for marking the ballot:

A majority of those electors qualified and voting in favor of the proposition
is required for approval.
BE IT FURTHER RESOLVED that a person may vote at said election who
possesses the qualifications as set forth in AS 15.05.010 and who has regis-
tered pursuant to Chapter 7 of Title 15 of the Alaska Statutes (AS 15.07.030,
et. ~). The election shall be conducted in compliance with the procedures
established in Chapter 8 of the Code of Ordinances of the City of Seward,
Alaska.
BE IT FURTHER RESOLVED that upon passage of the above proposition,
the City Council may by appropriate ordinance enact a sales tax in an amount
not to exceed two percent on such sales and services.
BE IT FURTHER RESOLVED that publication of this resolution shall be
made by posting a copy hereof on the City Hall bulletin board and the U.S.
Post Office bulletin board for a period of ten days following its passage and
approval.
