CITY OF SEWARD, ALASKA
RESOLUTION NO. 77-28
A RESOLUTION SUPPORTING THE IMMEDIATE RECONSTRUCTION
OF THE SEWARD HIGHWAY AT NILE 18
WHEREAS, a severe landslide on May 18, 1977, destroyed a portion
of the Seward Highway at Mile 18, and
WHEREAS, temporary repairs will not allow the highway to be
maintained in a safe and passable manner this Winter, and
WHEREAS, the present road condition has required the relocation
of the Pacific Alaska Line barge traffic from the Port of Seward to the
Port of Anchorage, and
WHEREAS, major trucking firms servlclng Seward have advised that
they will not be able to continue service to Seward this Winter if the road
is not repaired, and
WHEREAS, Seward now serves as a major staging area for OCS oil
exploration in the Gulf of Alaska and the companies undertaking the explora-
tion have advised they may have to relocate to another area if road repairs
to Nile 18 are not effected before Winter, and
WHEREAS, a slide shute was created by the slide and such shute
poses extreme hazards to the traveling public, and
WHEREAS, school buses must travel this road and such travel will
not be possible this Winter with the present extremely unsafe conditions
that exist at Mile 18, and
WHEREAS, the inability to transport children to school will serve
an extreme hardship on the residents of Seward and the outlying areas, and
WHEREAS, the Alaska Department of Transportation and Public
Facilities have advised that only $20,000 will be expended on the l1ile 18
road repairs this year, and
WHEREAS, the Department has further advised that no funds exist
to effect immediate reconstruction of the road, and
WHEREAS, there does exist an emergency relief program through
the Federal Highway Administration and the damage at Mile 18 would be
eligible for this emergency relief;

NOW, THEREFORE BE IT RESOLVED that the City Council of the City
of Seward, Alaska, requests the Honorable Jay S. Hammond, Governor of the
State of Alaska, to declare the existence of an emergency at Mile 18,
Seward Highway, and that every effort be made by the State of Alaska to
secure emergency Federal funds.
BE IT FURTHER RESOLVED that such emergency funds be obtained and
road reconstruction at Mile 18 be initiated immediately.
