CITY OF SEWARD, ALASKA
RESOLUTION NO. 77-30
A RESOLUTION EXPRESSING CONCERN OVER THE IMPACT
WHICH LICENSING OF FOREIGN PROCESSOR SHIPS WILL HAVE
ON THE EMPLOYMENT, TA.X BASE AND ECONOMY OF ALASKAN COMHUNITIES
WHEREAS, the United States has adopted a 200 mile fisheries zone,
and
WHEREAS, the Fishing Conservation and Management Act of 1976 was
passed to protect and insure sustained yields of fish within the 200 mile
limit for the enhanced utilization by the American fishermen, and
WHEREAS, many Alaskan communities are dependent on shore-based
processors who provide jobs, a tax base and fish tax, and
WHEREAS, foreign processors will not provide jobs to American
citizens, pay taxes or contribute to local economies, and
WHEREAS, shore-based processors have expended large sums in expanding
their facilities to accommodate bottomfish processing;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of
Seward, Alaska, does request the United States Department of Commerce to
thoroughly examine the impact that licensing of foreign processor ships will
have on the Alaskan communities.
