Sponsored by: Shealy CITY OF SEWARD, ALASKA RESOLUTION 2003-74 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE ROTARY EXPANSION OF THE SKATE PARK, AND DEDICATING AND NAMING THE PARK "EVAN CASEY SKATE PARK" WHEREAS, Seward built Alaska's first' authorized' public skate park the summer of 1996. Since then improvements have been added to the park, but it has remained small in size, which prevents numbers of users, certain skills and use by some boarders; and WHEREAS, Seward Rotary Club has interest, funds and volunteers to expand the Skate Park, and has submitted the appropriate forms; and WHEREAS, Seward Rotary Club has agreed to move the sand volleyball court to City specifications in order to provide room for the expansion; and WHEREAS, the youth of Seward suggested the expansion and Skate Park be named after Evan Casey, avid skateboarder who lived at the Skate Park; and WHEREAS, the expansion of the park is consistent with Department and City goals. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. Seward Rotary Club is authorized to move the sand volleyball court and to expand the Skate Park. Section 2. The Skate Park shall be officially named as Evan Casey Skate Park. Section 3. This resolution shall take effect immediately upon its adoption. "II'Ul"" Agenda Statement Meeting Date: July 14, 2003 From: Karin Sturdy, Parks & Recreation Director Through: Phil Shealy, City Manager Agenda Item: Rotary Skate Park Expansion & Dedicate in Evan Casey’s Name BACKGROUND & JUSTIFICATION Seward built Alaska’s first ‘authorized’ public skate park the summer of 1996. It was a small beginning. Since then improvements and challenges have been added to the park at Adams Street Recreation Area. Seward Rotary Club has wanted to add to the size of the skate park for some time. The best location to expand the park is where the sand volleyball court is currently located. The City installed the volleyball court with federal LWCF grant funds. The grant requires that park amenities be replaced on land that will remain park in perpetuity. After looking at several options which did not satisfy all the criteria, we decided to relocate the volleyball court to the location of the horseshoe pit, just north of the skate park. The horseshoe pit has been relocated to just south of the skate park, by the Adams Street Pavilion, in an area we hope it will receive higher use. Other red tape required included presenting a design plan which addresses the much- needed drainage. (Adams Street drains to this area, and the current skate park has unresolved drainage issues which prevents great skating.) The grading will send the run-off to swales or ditches at the west end, then be graded to the south border where a swale exists. Also required was a Use Agreement/Waiver which has also been submitted. Now that the Rotary has jumped through some hoops, it’s time to obtain Council’s authorization to approve the park expansion and Rotary contribution. Attached you will find their letter of request and explanation and the expansion design. You’ll note Rotary is still seeking donations for materials and overall budget. At this time, they will be completing about 75% of the entire expansion, but Council is asked to authorize the entire project. Rotary has offered to move the sand volleyball court to the City’s specifications and location. The Club will ensure safety measures are taken to prevent accidents from site preparation through construction and clean-up. (This may involve closing the Skate Park for some time.) Finally, Rotary is seeking support from the Council on behalf of the young adults who frequent the park to dedicate the new expansion and to name the Skate Park after local skate board enthusiast, Evan Casey. Evan died in 2001, at age 17. His family is quoted as saying, "He lived at the Skate Park." Our kids would be well-served to remember Evan's hours and hours of enjoyment in the park, his bravery, his zest for life and his love of active living, which was proven at the park. The park expansion is consistent with department goals. We did apply for a grant in the past which we did not win. We also annually request larger amounts of maintenance budget to pay for the ramps and their repairs. Some times requests are funded, other times not.
