CITY OF SEWARD, ALASKA
RESOLUTION NO. 78-5
A RESOLUTION APPROVING THE EFFORTS OF THE
ALASKA STATE HOUSING AUTHORITY TO DEVELOP
LOW INCOME ELDERLY AND LOW INCOME FAMILY
HOUSING IN THE CITY OF SEWARD
WHEREAS, there presently exists no publicly owned low income
family or low income Senior Citizens housing in the City of Seward; and
WHEREAS, a need for low income family housing may exist in the
City of Seward although no definitive needs studys have been accom-
plished; and
WHEREAS, there is a strong likelihood that there is a need for
low income Senior Citizens housing in the City of Seward; and
WHEREAS, representatives of the City of Seward, Senior Citizens
of the City of Seward, and the Alaska State Housing Authority (ASHA) have
partaken in discussion concerning the potential development by ASHA of
low income family and low income Senior Citizens housing in the City of
Seward; and
WHEREAS, ASHA has agreed to submit a proposal for the develop-
ment of public housing to United States Department of Housing and Urban
Development (HUD) as the funding agency for such public housing; and
WHEREAS, representatives of the City of Seward and of the Senior
Citizens of the City of Seward and ASHA have agreed to cooperate in per-
forming a needs study for low income Senior Citizens housing and in
locating and acquiring a potential site for such housing in the event
that funds are allocated by HUD for the development of such housing; and
WHEREAS, representatives of the City of Seward and ASHA have
agreed to cooperate in performing a needs study for low income family
housing in the City of Seward and in locating and acquiring a potential
site for such housing in the event that funds are allocated by HUD for
the development of such housing; and
WHEREAS, a proposal must be submitted to HUD by ASHA as soon as
possible in order to attempt to obtain funds for such housing.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City
of Seward as follows;
1. ASHA presence as a potential developer of low income family
and low income Senior Citizens housing in the City of Seward
is hereby approved.

2. The City of Seward lends its support and cooperation
to ASHA's efforts as a potential housing developer for
low income family and low income Senior Citizens housing
in the City of Seward.
3. The City of Seward shall appoint an executive committee
comprised of one or more representatives of the City of
Seward and one or more representatives of the Senior
Citizens of the City of Seward to cooperate with ASHA
in its efforts to obtain funding and to develop and con-
struct low income Senior Citizens housing in the City of
Seward.
4. The City of Seward shall cooperate with and assist ASHA
in acquiring a site for development and construction of
low income family and/or low income Senior Citizens hous-
ing and, in the event that funds for the development and
construction of such housing are received from HUD by
ASHA, approves the development and construction of such
housing by ASHA.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA this 23rd day of January ,1978.
