CITY OF SEWARD, ALASKA
RESOLUTION 2003-78
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO
ENTER INTO A LEASE WITH NORTHERN RADIO,
INCORPORATED (NRI), FOR LOT 2, BLOCK 6, FOURTH OF
JULY CREEK SUBDIVISION, SEWARD MARINE INDUSTRIAL
CENTER
WHEREAS, the City Council approved a long-term lease with Glacier
Communications, Incorporated for a portion of Block 6, Fourth of July Creek
Subdivision, Seward Marine Industrial Center by Resolution 96-103; and
WHEREAS, Glacier Communications, Incorporated operated a radio station
since that time, more or less; and
WHEREAS, the property has since been replatted and is now Lot 2, Block 6,
Fourth of July Creek Subdivision, Seward Marine Industrial Center; and

WHEREAS, Glacier Communications is no longer a corporation in the State of
Alaska and the original lease cannot be assigned or transferred; and
WHEREAS, NRI, the successor to Glacier Communications, Incorporated,
desires to continue leasing the property for the purposes of operating a radio station; and
WHEREAS, the City Council has determined that the continued development of
the SMIC and operation of a radio station at Lot 2, Block 6, is in the public interest; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized and directed to enter into a lease
agreement with NRI in substantial form as attached hereto and incorporated by reference.
Section 2. This resolution shall take effect 30 days after adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska
this 28th day of July, 2003.

Agenda Item: Authorizing the City Manager to Enter into a Lease with
Northern Radio, Incorporated (NRI), for Lot 2, Block 6,
Fourth of July Creek Subdivision, Seward Marine
Industrial Center.
BACKGROUND & JUSTIFICATION:
On August 26, 1996, the City of Seward City Council approved Resolution 96-103 authorizing the
City Manager to enter into a lease agreement with Glacier Communications, Incorporated for a parcel
of land at the Seward Marine Industrial Center (SMIC) to operate an AM and FM broadcast station.
The parcel was replatted in January of 2001 and is identified as Lot 2, Block 6, Fourth of July Creek
Subdivision, Seward Marine Industrial Center, consisting of 46791 square feet, more or less.
Glacier Communications, Inc., is no longer a corporation on record in the state of Alaska and the
original lease cannot be assigned or transferred to NRI. A new lease is required for NRI to continue
operations from the SMIC site.

FISCAL NOTE:
The lease generates approximately $1,872 in annual rent. Legal fees associated with this transaction
total approximately $1,200 and will be paid by NCI as a condition of the new lease.

RECOMMENDATION:
Council approves Resolution 2003-____ authorizing the City Manager to enter into a Lease with
Northern Radio, Incorporated (NRI), for Lot 2, Block 6, Fourth of July Creek Subdivision, Seward
Marine Industrial Center.
