CITY OF SEWARD, ALASKA
RESOLUTION 2003-100
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING AND ADOPTING THE SEWARD WATERFRONT
STUDY
WHEREAS, the federal government began exploring the development of a combined facility
housing multiple agencies and functions that would contribute to the growth and development of
Seward; and
WHEREAS, the City of Seward created the Waterfront Planning Ad Hoc Citizen Advisory
Committee known as the Seward Waterfront Committee (SWC) to approach planning for multiple
agencies in a more holistic and comprehensive manner; and
WHEREAS, the agencies and the SWC participated in ajoint study with the Portico Group
exploring site selection, downtown revitalization and community input to determine how a major
federal investment could strengthen and benefit downtown Seward resulting in a course of action to
expedite construction of a multi-agency center and assist in the revitalization of Seward's downtown;
and
WHEREAS, during the planning process a consensus emerged supporting the "Town
Center" concept which became the basis for the site selection plan including multiple public facilities
clustered around a public open space at the intersection of Fourth Avenue, Washington Street and
Railway Avenue as outlined in the Seward Waterfront Study dated August 15,2003; and
WHEREAS, the Seward Planning and Zoning Commission at their meeting ofSepteQlber 2,
2003 approved a motion of support for the preferred alternative, Concept 3, Town Center, as
recommended in the Seward Waterfront Study.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Seward Waterfront Study dated August 15, 2003, attached hereto and
incorporated by reference including the preferred alternative, Concept 3, Town Center, is hereby
approved and adopted.
Section 2. The improvements in the Seward Waterfront Study will be accomplished in stages
in such a manner as to expedite construction of the multi-agency center and assist in the
revitalization of Seward's downtown waterfront district as funding becomes available.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 22nd
day of September, 2003.

Approving and Adopting the Seward Waterfront Study
BACKGROUND & JUSTIFICATION:
The City of Seward created the Waterfront Ad Hoc Citizen Advisory Committee to work
with federal agencies to approach planning for multiple agencies in a more holistic and
comprehensive manner. This committee participated in a joint study with the Portico
Group exploring site selection, downtown revitalization and community input to determine
how a major federal investment could strengthen and benefit downtown Seward.
A course of action was developed to expedite construction of a multi-agency center and
assist in the revitalization of Seward’s downtown which included multiple public facilities
clustered around a public open space at the intersection of Fourth Avenue, Washington
Street and Railway Avenue as outlined in the Seward Waterfront Study dated August 15,
2003 and identified as the preferred alternative, Concept 3, Town Center.
