RESOLUTION 2003-109
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING FY 2003 STATE HOMELAND SECURITY GRANT
OF $700,154.00 AND ESTABLISHING A GRANT FUND 651-6513-XXXX
WHEREAS, the Seward Police Department applied for and was awarded a SHSGP grant
from the Department of Home Land Security, in the amount of$700,154.00; and
WHEREAS, the City is not required to provide any cash or in kind match; and
WHEREAS, the grant must be used for purchasing of an upgraded Interoperable
Communications equipment as identified in the grant application (Motorola ASTRO 8 channel
Consolette for base station and local base station and local repeater control and redundant backup,
upgraded 3-position dispatch center consoles, Motorola ASTRO XTS5000 Portable Radios, and 9
Motorola ASTRO Digital Spectra Plus Mobile Radio, and Decontamination Equipment; and
WHEREAS, these purchases will better equip the Seward Police Department in maintaining
its goal of providing maximum protection possible to the lives and property of the citizens of
Seward, and replace an aging and failing communications center; and
WHEREAS, when expenditures are ready to be appropriated, it will be brought back before
council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA.
Section 1. Accepting the 2003 SHSGP II grant award totaling $700,154.00 and placing it
into the account 651-6513-XXXX
Section 2. This resolution will take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 27th
day of October, 2003.

Agenda Item: Acceptance of SHSGP II Grant
BACKGROUND & JUSTIFICATION:
The State of Alaska Department of Homeland Security has notified the City that it has been awarded
a FY2003 SHSGP Grant for the purpose of replacing the current dispatch communication equipment
that is aging at an alarming rate and is nearing failure. The current communication system is thirty
years old and is used for all communications between Police Department, Fire Department, Public
Works, Electrical Department and other entities within Seward. There are no longer any replacement
parts for the current system, and if they were needed they would have to be manufactured at
considerable cost to the city for any repairs. One of the most important functions of the Police
Department is in the area of emergency communication, and our current system is not only obsolete
but it is beginning to fail. This is an outstanding opportunity to improve our emergency
communications system which should give us years of dependability and service.
This grant is awarded with no cash or in kind match on the city’s part.

2003 State Homeland Security Grant Program (SHSGP) in the amount of $700,154.00 placing in the
account number 651.6513.XXXX for the purpose of purchase of Radio Communication and items
identified in the Block Grant
