RESOLUTION 2002-029
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUPPORTING AND ACKNOWLEDGING THE CONCEPT OF
SEWARD SEAHA WK SOFTBALL AND THE BENEFITS OF
RECREATION, PHYSICAL ACTIVITY, STRUCTURED AND QUALITY
AFTER-SCHOOL PROGRAMS AND COMPETITION FOR OUR
COMMUNITY YOUTH
WHEREAS, the Kenai Peninsula School District provides extracurricular opportunities for
its students that include both sporting and nonsporting events; and
WHEREAS, due to declining revenues, the Kenai Peninsula Borough School District has
been limited in its ability to expand extracurricular opportunities for students which are reflective of
and meet student and community interest. The District desires to enter into a cooperative
arrangement with community organizations that may provide funding and facilitate the operation of
new previously unavailable, extracurricular opportunities for students; and
WHEREAS, twenty-one Seward High students signed an interest form desiring to play
Seahawk Softball this season. Fifteen girls originally signed contracts and submitted the $100 player
fee or signed a waiver application for that fee desiring to play Seahawk Softball this season. The
Seward High Student Council voted in support of offering Seahawk Baseball and Softball as
activities at Seward High. The Seahawk Athletic Booster Club voted to support offering Seahawk
Softball at Seward High; and
WHEREAS, a Seward Softball Association has been recently formed by members of the
Seward Community with a long history of participation in Seward Little League which has provided
benefit to Seward youth since 1974. The Seward Softball Association includes a board position for
the City of Seward Parks and Recreation Director or designee to allow coordination and mutual
support between youth and adult softball within the community; and
WHEREAS, adult softball play is increasing in Seward. Little League Softball Divisions,
and potentially Seahawk Softball, help youth build skills allowing them to later participate more fully
as adults; and
WHEREAS, the Seward Softball Association has pledges from community businesses and
organizations to pay the basic cost of Seahawk Softball; and
WHEREAS, the Seward Softball Association wishes to work with the District to provide
softball as an extracurricular activity for Seward High students beginning this season; and
WHEREAS, the Seward Softball Association currently has many girls practicing softball in

the Alaska Railroad Cruise Ship Terminal in preparation for the 2002 season; and
WHEREAS, the After-school Alliance has found students in quality afterschool programs
have better academic performance, behavior and school attendance and greater expectations ofthe
future. The After-school Alliance further reports that the US Dept of Health and Human Services,
Adolescent Time Use, Risky Behavior and Outcomes: An Analysis of National Data,
1995 found students who spend no time in extracurricular activities are 49% more likely to have
used drugs and 37% more likely to have become teen parents than those who spend one to four hours
per week in extracurricular activities; and
WHEREAS, the opportunity to play Seahawk Softball has attracted students who have
indicated they would not be participating in another high school sport this season.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:

Section 1. The City of Seward supports the concept of Seward Seahawk Softball and
acknowledges the benefits of recreation, physical activity, structured and quality after-school
programs and competition for our community youth.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 25th
day of March, 2002.
