CITY OF SEWARD, ALASKA
RESOLUTION NO. 99-024
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AWARDING A CONTRACT TO ALASKA RECREATIONAL
MANAGEMENT, INC. FOR PARKING MANAGEMENT AND
ENFORCEMENT SERVICES ON DESIGNA TED CITY-OWNED
PROPERTIES
WHEREAS, the City has contracted parking management for the last two summer seasons,
and parking management and paid parking have had significant positive impacts on the flow of traffic
and parking in the harbor and downtown areas; and
WHEREAS, the City does not currently have a contractor for the summer 1999 season; and
WHEREAS, the City conducted a proper request for proposal process (RFP) by strictly
following the City Code provisions given in Article 3 "Alternative Procurement Procedures" in
Chapter 6.10, using the competitive sealed proposal process (RFP) found in 6.10.315 (6.1O.310.B
being fulfilled by providing a copy of the RFP, which included the specific evaluation criteria, to the
City Council in the January 11, 1999 council packet); and
WHEREAS, three responsive proposals were received; and
WHEREAS, a three-member staff committee evaluated the proposals in an objective
manner using a scoring grid containing 20 criteria that were taken directly from the RFP; and
WHEREAS, all three reviewers ranked the Alaska Recreational Management Inc. proposal
significantly higher than the other two proposals, and the City Manager concurred with this
assessment; and
WHEREAS, the Alaska Recreational Management Inc. proposal offers the highest quality
service, the most stringent cash-handling plan, the most detailed and realistic budget, enforcement
methods consistent with the City's plan, and they will have a strong, positive, visible and professional
presence in the community; and
WHEREAS, the City will receive revenues sufficient to cover the costs of contract
administration, required maintenance, and to cover lot and equipment replacement; and
WHEREAS, the City Manager was authorized to enter negotiations under 6.1O.335.B and
has successfully negotiated a contract; and
WHEREAS, the City Manager has made a written recommendation to the City Council for
award to Alaska Recreational Management, Inc., the proposer determined to be "the most
advantageous to the city, taking into consideration the price and the evaluation factors set out in the
request for proposals;"
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to enter into a contract with Alaska
Recreational Management, Inc. for parking management and enforcement services on designated
City-owned properties as set forth in the agreement between the City of Seward, Alaska and Alaska
Recreational Management, Inc., provided that the parking rate scheduled adopted by Resolution No.
97-016, as amended to reflect a $25 per season parking pass for employees working in the small boat
harbor area, is not subject to change.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 8th day
of March, 1999.
