RESOLUTION 99-128
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING THE CITY OF SEWARD'S CALENDAR YEAR 2000
STATE LEGISLATIVE PRIORITIES
WHEREAS, annually the City compiles a list of projects or issues that are identified as top
legislative priorities; and
WHEREAS, the list of projects is compiled into a package that is then distributed to the
Governor's Office, our legislators, the Kenai Peninsula Borough (for inclusion in their legislative
package), and our lobbyist; and
WHEREAS, this prioritized list validates the projects and greatly focuses the efforts ofthe
Administration in our lobbying effort; and
WHEREAS, all the projects on this list are consistent with the City's Comprehensive and
Strategic Plans; and
WHEREAS, the following projects are the City's priorities for the upcoming legislative
seSSlOn:
Flood Mitigation
1. Completion of the Resurrection River and Japanese Creek Comprehensive Plan
$750,000 for construction of North Forest Acres Road
Double the length of the middle Seward Highway bridge
$1.5 million to expand the middle Alaska Railroad bridge
Life/Safety

$125,000 to purchase a new ambulance
$150,000 to replace the police dispatch console
Economic Development
1. $2 million for construction of the East Harbor Expansion from the Department of
Community and Economic Development
2. $8 million to fund additional A VTEC student housing
3. Support for Spring Creek program and building expansion
$ 500,000 for a Juvenile Waiver Program
4. Support Qutekcak Shellfish Hatchery request for a $1.5 million grant from the
Alaska Science and Technology Foundation.

Port and Harbor
1. $3 million for construction ofthe East Harbor Expansion from the Department of
Transportation and Public Facilities
2. Strongly support passage of a bill that reallocates Marine Motor Fuel Tax receipts
back into harbors
Department of Transportation
1. $1.781 million for Port Avenue reconstruction in 2000
2. $2.5 million for relocation of the State shop
3. Continued support for the Seward Highway 0-8 upgrades, particularly the bridges
for flood mitigation
Infrastructure
1. $260,000 match to design/engineer water and wastewater system expansions for
the upper Dora Way and Forest Acres subdivisions
2. $18,500 match to design/engineer utility extensions to the State airport
3. Support continued funding of the Capital Matching Grant Program
4. $2 million for construction of a CourthouselPublic Safety Building
5. $3 million for the Alaska Railroad Dock North Access Road
Beneficial Legislation
1. Strong support for continued Revenue Sharing and Safe Communities funding
2. Track the Community Development Program
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The list oflegislative projects is hereby declared to be the official legislative
priority list for the City of Seward for the 2000 legislative session.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 13
day of September, 1999.
