RESOLUTION 2001-079
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A 69-
MONTH LEASE AGREEMENT WITH NORTH MAIL, INe. FOR FINANCE
DEPARTMENT OFFICE EQUIPMENT AND ASSOCIATED
MAINTENANCE AGREEMENT, FOR AN AMOUNT NOT TO EXCEED
$616.85 PER MONTH, OR 42,562.65 FOR LIFE OF THE CONTRACT
WHEREAS, the Finance department's current office equipment lease and maintenance
contracts will expire at the end of June, 2001; and,
WHEREAS, the current equipment is more than five years old, is heavily used, and is
experiencing more frequent downtime as a result of its age; and,
WHEREAS, this equipment is used by various City departments for the purpose of
processing monthly utility bills and City mail, and includes a folder/inserter machine (for monthly
utility bills), a folder machine (for bulk mail), a tabbing machine, a postage meter, and a scale; and,
WHEREAS, finance department personnel attended demonstrations of various models of
office equipment offered by the two vendors in the state which provide the required equipment and
have determined that the equipment supplied by North Mail, Inc. most closely meets the City's needs
at the lowest cost; and,
WHEREAS, North Mail, Inc., the supplier of the City's existing equipment, has made a
proposal to replace, upgrade, and maintain all ofthe equipment for a price not-to-exceed $42,562.65
over the term of the lease (69 months); and,
WHEREAS, the proposed lease rate for the equipment is $616.85 per month, including
maintenance; and,
WHEREAS, it is in the public interest to waive the normal bidding process per City of
Seward Code 6.10. 130 because: North Mail, Inc. provides all of the replacement equipment required
by the City; the quotes received from North Mail, Inc. are less expensive than comparable equipment
from Pitney Bowes; City staff tested equipment from both vendors and found North Mail, Inc.'s
equipment to be more technologically advanced and likely to require less direct supervision duringjob
processing, less on-site maintenance, and less downtime; and North Mail, Inc. has always provided
excellent on-site maintenance for existing City equipment

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to enter into a lease agreement with North
Mail, Inc. for replacement equipment for the finance department for an amount not to exceed
$42,562.65 for the life of the contract (69 payments x $616.85).
Section 2. There are sufficient monies within the current operating budget to pay the monthly
lease payments without additional appropriation of funds.
Section 3. This resolution shall take effect immediately upon adoption.
