RESOLUTION 99-149
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, REQUESTING THE STATE OF ALASKA DIVISION OF
EMERGENCY SERVICES TO SELECT THE CITY OF SEWARD TO
P ARTICIP ATE IN A TSUNAMI INUNDATION MAPPING PROJECT AND
A TSUNAMI SIGN PROJECT
WHEREAS, the City of Seward strongly supports the hazard mitigation efforts of the Alaska
Division of Emergency Services, and their participation in the National Tsunami Hazard Mitigation
Program; and
WHEREAS, the City of Seward is committed to do all we can to mitigate tsunami hazards
because we are an at-risk community that knows how devastating earthquakes and tsunamis can be;
and
WHEREAS, in addition to our local citizens, during the summer our waterfront is covered
with thousands of people staying in campers, tents, and RVs, our hotels and businesses are packed
with tourists, and our harbor is full of recreational boaters and people taking boat charters for fishing
and sightseeing; and
WHEREAS, many of these people are from outside Alaska and won't know that an
earthquake can mean a tsunami, or recognize what our emergency sirens mean, and even if they did
know the danger, they wouldn't know where to go or what to do; and
WHEREAS, the Alaska Division of Emergency Services has notified the City of two
tsunami mitigation projects, Tsunami Inundation Mapping and Tsunami Signs, that are relevant to
our efforts; and
WHEREAS, tsunami inundation maps are an essential planning tool for the development
of a tsunami mitigation plan, and
WHEREAS, tsunami inundation maps will show the areas of greatest risk from tsunamis
so we can 1) define evacuation areas, evacuation routes, and safe places to send evacuees, 2) know
where to place our critical emergency response assets to protect them from the tsunami, and 3) know
how to mobilize our response without interfering with an evacuation; and

WHEREAS, though the inundation mapping project will take some time to complete, the
Tsunami Sign project allows the City to complete a basic mitigation project without delay, which
can later be refined upon completion ofthe Tsunami Inundation Mapping Project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council requests the Alaska Division of Emergency Services to select
the City of Seward for the next site of study in the Tsunami Inundation Mapping Proj ect.
Section 2. The City Council requests the Alaska Division of Emergency Services to help
the City of Seward create a tsunami mitigation and evacuation plan and to help implement this plan
by furnishing standardized tsunami information and directional signs.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 15th day
of November, 1999.
