CITY OF SEWARD, ALASKA
RESOLUTION NO. 94-115
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, PROVIDING FOR THE SUBMISSION
TO THE QUALIFIED VOTERS OF THE CITY OF SEWARD THE
QUESTION OF AMENDING SECTIONS 3.5(a) AND 3.5(b) OF
THE CHARTER OF THE CITY OF SEWARD AT AN ELECTION IN
AND FOR THE CITY OF SEWARD ON OCTOBER 4, 1994
WHEREAS, Section 14.2 of the Charter of the City of Seward provides that the
Charter may be amended by proceedings commenced by the vote of four members of the
councilj and
WHEREAS, Section 14.3 of the Charter of the City of Seward provides that when
an amendment to the Charter is proposed by the council, it shall be submitted to the
qualified voters of the City at any election to be held in the City not less than 60 days
after its proposal by the councilj and
WHEREAS, it is in the best interest of the City and its residents that Section 3.5(a)
and 3.5(b) of the Charter of the City of Seward be amended as set forth below.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The council hereby proposes that Sections 3.5(a) and 3.5(b) of the
Charter of the City of Seward, relating to meetings of the council, be amended to read
as follows:
(a) The council shall meet in the established council
chambers or such other place as may be established in the
Code, and shall hold at least two regular meetings in each
monthj provided that any regular meeting may be canceled
by the affirmative vote of at least four council members. In
selecting its meeting place, the council shall consider the rea-
sonable accommodation of the public.
(b) Special meetings shall be called by the city clerk on
the written request of the mayor, the city manager or any two
members of the council. The request shall specify the location
of the special meeting, which shall be selected with consider-
ation for the reasonable accommodation of the public.

Section 2. An election is to be held on October 4, 1994, in and for the City of
Seward, for the purpose of submitting to the qualified voters of the City of Seward a
proposition substantially in the following form:
PROPOSITION NO.
AMENDMENT OF SEWARD CITY CHARTER SECTIONS 3.5(a) AND 3.5(b)
Shall Sections 3.5(a) and 3.5(b) of the Charter of the City of Seward be amended
to read as follows:
(a) The council shall meet in the established council
chambers or such other place as may be established in the Code, and
shall hold at least two regular meetings in each month; provided
that any regular meeting may be canceled by the affinnative vote of
at least four council members. In selecting its meeting place, the
council shall consider the reasonable accommodation of the public.
(b) Special meetings shall be called by the city clerk on the

of the council. The request shall specify the location of the special

Section 3. The amendment proposed by this resolution shall be published not less
than two weeks nor more than four weeks before the October 4, 1994 election, at the
same time and in the same manner as the notice of that election.
Section 4. This resolution shall take effect immediately upon its adoption. The
amendment set forth in Section 1 shall become effective upon its approval by a majority
of the qualified voters voting on the question at the election of October 4,1994, and the
filing of the amendment as provided in Section 14.7 of the Charler of the City of Seward.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
25th day oOuly, 1994.
