APPROVING AN INITIATIVE ORDINANCE TO FST H AND LEVY
A PASSENGER TRANSIT FEE FOR MARINE TER VESSELS
AND BUSINESSFS AT AN ELECTION IN FOR TIm
CITY OF SEWARD ON OCTOBER ,1994
WHEREAS, on June 23, 1994, Margaret And son fIled with the City Clerk and
application for an initiative petition to place before the y, ters of the City of Seward the question
of enacting an ordinance providing for a passenger sit fee for marine charter vessels and
businesses; and

WHEREAS, the application was in pro~r form and contained the required number of
sponsor signatures; and /
WHEREAS, on June 27, 1994,,Ahe City Clerk issued initiative petition forms to
Anderson for distribution to the petitiOlySponsors; and
WHEREAS, on August 1, 1994, Anderson fIled the signed petition with the City Clerk;
and
WHEREAS, the petition contained the signatures of 201 qualified voters of the City of
Seward, which number is more than the number required under Title 4 of the Seward City Code;
and .
WHEREAS, o~l August 2, 1994, the City Clerk certified the petition as sufficient; and

WHERE~ in accordance with Section 4.15.045 of the Seward City Code, a
proposition o~ question of enacting an ordinance providing for a passenger transit fee for
marine charter essels and businesses will be placed on the October 4, 1994, regular election
ballot;

CITY }>f SEWARD, ALASKA, that:
Section 1. At the regular city election to be held on October 4, 1994, in and for the City
of Seward, a proposition substantially in the following form will be submitted to the qualified
voters of the City of Seward:

PROPOSITION NO.
PROVIDING FOR A PASSENGER TRANSIT FEE
Shall Initiative Ordinance No.2, providing for a passenger transit fee for
marine chaner vessels and businesses and dedicatingfifty percent of the revenues
collected under the ordinance to the enhancement and maintenance of the visitor
industry in Seward, be enacted?
Section 2. The ordinance proposed by the initiative petition shall be published in full
in the Notice of Regular City Election, with the fITSt such publication to be made at least 30 days
prior to the election.
Section 3. This resolution shall take effect immediately upon its adoption. The
ordinance shall become effective on January 1, 1995, if approved by a majority of the qualified
voters voting on the question at the election of October 4, 1994.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 8th
day of August, 1994.
