CITY OF SEWARD, ALASKA
RESOLUTION NO. 96-018
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, DESIGNATING PAID PARKING LOTS IN THE
SMALL BOAT HARBOR, SETTING PARKING LIMITATIONS IN THE
SBH CENTER PARKING LOT AND IN THE DOWNTOWN BUSINESS
CORRIDOR, ANDAUTHORlZING THE ISSUANCE OF A REQUEST FOR
PROPOSALS FOR PARKING MANAGEMENT AND ENFORCEMENT
WHEREAS, the City Council has repealed the parking assessment program; and
WHEREAS, there continues to be a need to generate revenues to address the current and
future parking needs of the City and to provide for the maintenance and upkeep of public parking
areas; and
WHEREAS, parking management and enforcement can be most efficiently provided by a
private parking contractor; .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. In accordance with Seward City Code ~ 11.15 .130, the City Council hereby
designates the Small Boat Harbor parking lots defined as the two paved lots located between Third
and Fourth Avenues as follows: (I) south lot located between the Fish Ditch and South Harbor Road,
and (ii) the north lot located between North Harbor Road and Port Avenue, as paid parking lots for
the period May 1 through September 30 each year, with the fees for parking to be set annually upon
approval of a parking management agreement with a private contractor. Seasonal paid parking
permits shall be provided in the parking plan.
Section 2. The parking lot located on the east side of Fourth Avenue between the D and F
float fire lanes and !Ill on-street parking along Fourth Avenue from Jefferson Street south to Railway
Avenue is hereby designated as 3-hour parking for the period May 1 through September 30 each year
contingent upon City Council enactment of Ordinance No 96-11, amending Seward City Code
Section 11. }.5.125 regarding parking limits in the Small Boat Harbor.
Section 3. The City Manager is hereby instructed to issue a request for proposals to provide
parkillg management and enforcement during the annual summer tourist season, with the first such
col)tract year to begin May 1, 1996, subject to Council approval of the contract document.
Section 4. This resolution shall take effect immediately upon its adoption.
