RESOLUTION NO. 99-085
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING A SEVENTEEN (17) CENT INCREASE TO EACH
STEP OF THE CITY OF SEWARD'S PAY SCALE PLAN AND APPROPRI-
ATE MONIES FROM EACH RESPECTIVE FUND'S FUND
BALANCE/RETAINED EARNINGS TO COVER THE WAGE ADJUST-
MENTS
WHEREAS, Council approved Resolution No. 99-080 at its regular meeting held on June
14, 1999 directing the administration to bring forth a resolution that grants City employees a pay
scale adjustment that is distributed to employees equally; and
WHEREAS, Council's desire was to fund approximately the same amount that a one percent
cost of living allowance (COLA) would have cost for the six month budget starting July 1, 1999
which was approximately $19,896; and
WHEREAS, According to the Bureau of Labor Statistics the Consumer Price Index (CPI)
for All Urban Consumers for the Anchorage area increased 1.5% from the end of 1997 to the end
ofl998;and
WHEREAS, An equal increase to all steps ofthe pay scale plan is not considered a COLA,
but a wage adjustment to the pay scale which adjusts the pay scale upwards without the benefit of
a wage classification plan study and tends to flatten the City's pay scale by increasing lower wage
rates at a higher percentage while increasing the higher wage rates at a lower percentage; and
WHEREAS, an equal increase to all steps of the pay scale plan will modify the pay scale
plan, which currently adjusts each step by approximately 2.5% to a pay scale plan that will have
different percentage increases between steps; and
WHEREAS, The 17 cent increase to all steps of the pay scale plan would effect all City
employees, except contract employees, such as the city manager and city clerk, and the International
Brotherhood of Electrical Workers (IBEW) union employees who will receive a 1.5% COLA on
July 1, 1999 according the IBEW agreement; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. A seventeen (17) cent increase be applied to each step of the City of Seward's Pay
Scale Plan which covers all City employees except contract employees and the IBEW union
employees (copy of adjusted pay scale plan attached) effective at the st,art of the first pay period after
July 1, 1999 (which is Sunday, July 4, 1999).

Section 2. Appropriate monies from each respective Fund's fund balance/retained earnings
to cover the 17 cent wage adjustment to the various salaries, wages and benefits line items per the
following distribution per Fund:
General Fund
Small Boat Harbor Enterprise Fund
SMIC Enterprise Fund
Parking Revenue Enterprise Fund
Electric Enterprise Fund (non-union)
Water/Sewer Enterprise Fund

Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council ofthe city of Seward, Alaska, this 28 day
ofJune, 1999.
