CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-036
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, SUPPORTING THE NASH ROAD
SMALL BOAT HARBOR PROJECT
WHEREAS, on March 8, 1991, Afognak Logging, Inc., submitted a conceptual
proposal to privately develop the Nash Road Small Boat Harbor (NRSBH) with some city
of Seward assistance; and
WHEREAS, the cost to Afognak of development of the NRSBH is expected to
exceed $14 Million; and
WHEREAS, the city anticipates gaining revenues and jobs as a result of Afognak's
investment; and
WHEREAS, the effort to create additional moorage in this community has been
intense and sustained for many years with no proximate success to date; and
WHEREAS, the prospect of securing additional moorage through normal
governmental channels is problematic due to the length of time it takes to secure federal
and state monies and the requirement for significant local monies; and
WHEREAS, the present Seward Small Boat Harbor is in need of substantial repair
due to years of overcrowding, mooring of larger boats than originally designed, and
piling and floats nearing the end of their expected useful life; and
WHEREAS, the Afognak project would allow the city to meet the area moorage
demands before competing harbor space could be constructed; and
WHEREAS, the 1982 Environmental Impact Statement and prior Corps of
Engineers permitting and engineering work are nearing the end of their useful life, and
substantial monies would be required to redo this work; and
WHEREAS, Afognak has assured the city that the project will be constructed using
the latest Corps of Engineers' design and specifications for materials; and
WHEREAS, the proposal states that all construction related risks will be borne by
Afognak;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:

Section 1. The City Manager is hereby directed to contact Afognak Logging, Inc.,
to express the city's continued interest in exploring options that could lead to develop-
ment of the Nash Road Small Boat Harbor project by Afognak Logging.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
9th day of March, 1992.
