CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-063
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, ADDRESSING SAFETY CONSIDERATIONS
ASSOCIATED WITH LOWELL POINT ROAD
WHEREAS, Lowell Point Road was constructed in the 1960's utilizing state of
Alaska Pioneer Roads and Trails funding; and
WHEREAS, use of Lowell Point Road has markedly increased in recent years, and
today the road serves numerous year-round residents as well as the city's sewage
treatment plant; and
WHEREAS, increasing numbers of tourists visit Lowell Point and Caines Head
State Park trail head each year; and
WHEREAS, winter avalanches and summer rock slides are a constant danger to
residents and visitors alike; and
WHEREAS, on January 6, 1992, the city of Seward Public Works SuperiJltendent,
while attempting to clear a snow slide on Lowell Point Road, received injuries requiring
hospital care; and
WHEREAS, these safety and maintenance concerns are greatly increased with
increased use of the road;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The city of Seward urges the state of Alaska Department of Transporta-
tion and Public Facilities to study and work with the city and the Kenai Peninsula
Borough to implement a reasonable remedy to the pressing safety concerns of Lowell
Point Road.
Section 2. Copies of this resolution shall be forwarded to DOT/PF Commissioner
Turpin; Senators Kerttula and Menard; Representative Kubina and Mayor Gilman.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
11th day of May, 1992.
