CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-076
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, SUPPORTING THE GOVERNOR'S
COAL INITIATIVE
WHEREAS, the state of Alaska has enjoyed an excellent international business
relationship through coal exports since 1984; and
WHEREAS, coal exports have brought more than $170 Million into the Alaskan
economy at this date, bringing long-term employment throughout the railbelt area; and
WHEREAS, expansion of coal exports has been seriously damaged and delayed
by the Mental Health Lands issue; and
WHEREAS, expansion of coal exports is desirable and necessary to attain
economies of scale, especially in the capital-intensive transportation sector; and
WHEREAS, the coal industry returns significant amounts of cash to the state of
Alaska through royalties, lease payments and corporate and mining taxes; and
WHEREAS, the Governor has developed a coal initiative policy which is designed
to support the current coal export program and expand it through test shipments,
research and development, and federal assistance, the funding for which is proposed to
be $3 Million; and
WHEREAS, that appropriation would be returned to the state treasury through
the existing royalty, lease and tax programs; and
WHEREAS, the Governor's coal initiative will work diligently at expanding
Alaska's coal exports in a very rapidly growing market in the Pacific Rim, thus
maintaining and expanding Alaska's job base, especially in the mining and transportation
sectors;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The city of Seward supports the Governor's Coal Initiative and urges
its full funding and adoption by the Legislature.
Section 2. This resolution shall take effect immediately upon its adoption.
