CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-103
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AUTHORIZING AN APPLICATION
FOR A LOAN FROM THE ALASKA CLEAN WATER FUND TO
PLAN, DESIGN AND RECONSTRUCT THE LOWELL POINT
SEWAGE TREATMENT LAGOON
WHEREAS, in August 1991, a catastrophic failure of the Lowell Point Sewage
Treatment Lagoon occurredj and
WHEREAS, since that time, the city has been discharging untreated waste water
directly into Resurrection Bayj and
WHEREAS, the EPA has issued a compliance order directing that the treatment
plant be back in operation by November 1992j and
WHEREAS, the city of Seward seeks to obtain the necessary financial assistance
to plan, design and reconstruct the Lowell Point Sewage Treatment Lagoonj and
WHEREAS, the state of Alaska Department of Environmental Conservation is able
to offer funding through the Alaska Clean Water Fundj and
WHEREAS, the city wishes to apply for a loan from the Alaska Clean Water Fundj
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is hereby authorized to apply to the State
Department of Environmental Conservation for a loan for planning, design and
reconstruction of the Lowell Point Sewage Treatment Lagoon.
Section 2. An additional resolution will be issued to authorize acceptance of the
loan offer from the Alaska Clean Water Fund.
Section 3. Acceptance of the loan will be contingent upon voter approval of Ballot
Proposition No.2 which is to be voted upon at a special election on Tuesday, June 23,
1992.
Section 4. This resolution shall take effect immediately upon its adoption.
