CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-110 (Substitute)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AWARDING A CONTRACT FOR
PUBLIC RAMP ACCESS SYSTEM IMPROVEMENTS IN THE
SMALL BOAT HARBOR AND WAIVING CITY BID PROCEDURES
WHEREAS, the City Council has appropriated funds for the construction of a 100-
ft. pedestrian ramp for day cruiser passengers; and
WHEREAS, the gangway/ramp sought by the city is a specialty item, \lnd there
are few sources for its purchase; and
WHEREAS, the city's engineer/design firm, Peratrovich, Nottingham & Drage
(PN&D), have recommended two firms to supply the components for the gangway; and
WHEREAS, there is only one local firm capable of driving the size pile necessary
for the project; and
WHEREAS, the Harbormaster has received price quotes from the suppliers and
the local construction firm, and these prices have been deemed to be reasonable and are
within the budget established for the project; and
WHEREAS, it is in the public interest to waive standard city bid procedures for
the purchase of components and construction of the project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Manager is authorized to execute a contract with Mantle, Inc.,
in an amount not to exceed $53,580.00, FOB Blaine, Washington, for the provision of an
all aluminum gangway ramp in accordance with the design specifications supplied by
PN&D. The City Manager is also authorized to expend not to exceed $9,930.00, plus a
15% contingency, to ship the gangway from Blaine, Washington, to the Seward Small
Boat Harbor.
Section 2. The City Manager is further authorized to execute a contract with
Bellingham Marine Industries in an amount not to exceed $9,410.00, FOB Seattle/facoma
waterfront, for the provision of two gangway landing floats. The City Manager is also
authorized to expend not to exceed $7,830.00, plus a 15% contingency, to ship the floats
from Seattle/facoma to the Seward Small Boat Harbor.

Section 3. The City Manager is authorized to execute a contract with Storm
Chaser, Inc., to construct the approach dock for the ramp for an amount not to exceed
$14,000.00, plus a 15% contingency. .
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
22nd day of June, 1992.
