CITY OF SEWARD, ALASKA
RESOLUTION NO. 92-142
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, AWARDING A CONTRACT FOR REMOVAL
AND DISPOSAL OF SLUDGE FROM THE LOWELL POINT
SEWAGE LAGOON
WHEREAS, a request for bids to remove and dispose of sludge from the Lowell
Point Sewage Lagoon was properly advertised; and
WHEREAS, due to the eruption of Mt. Spurr, it was impossible for bidders to
deliver sealed bids by the date and time specified in the announcement; and
WHEREAS, the bidders were advised to transmit the bids by facsimile and the
receiving clerk at City hall, upon receipt, immediately inserted and sealed the bids in an
envelope without staff or others having an opportunity to view the bids; and
WHEREAS, the sealed envelopes were opened in the usual manner and publicly
read at the specified time, date and place; and
WHEREAS, Alaska Boiler and Heating Service, Inc., submitted the low bid and has
been detennined to be a responsible bidder;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. It is detennined that the acceptance of bids transmitted by facsimile to
the City Clerk under the conditions described above did not compromise the competitive
bidding procedures outlined in Title 6 of the Seward City Code, and all bids submitted
by facsimile for the above cited project are hereby accepted.
Section 2. The City Manager is hereby authorized to award a contract to Alaska
Boiler and Heating Services, Inc., to remove and dispose of sludge from the Lowell Point
Sewage Lagoon for a price not to exceed $450,000.00.
Section 3. A total project budget of $486,000, including a change order
contingency of $36,000, is hereby established.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
24th day of August, 1992.
