RESOLUTION NO. 93-014
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, APPROVING A DAMES & MOORE
CONTRACT AMENDMENT TO COMPLETE A MORE DETAILED
SURVEY OF THE OIL SPILL AT Fr. RAYMOND SUBSTATION
WHEREAS, on November 16, 1992, the City Council approved Resolution No. 92-
185. awarding a contract to Dames & Moore to perform site testing and remediation
planning for the oil spill at Ft. Raymond Substation; and
WHEREAS, Dames & Moore has completed the preliminary work and has
determined that a more detailed survey is required;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Dames & Moore agreement for site testing and remediation
planning for the oil spill at Ft. Raymond Substation is hereby amended by increasing the
total amount of the contract to $27,200.
Section 2. The contract contingency is hereby increased to $8,000, for a total
project budget totalling an amount not to exceed $35,209.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
25th day of January, 1993.

BACKGROUND:
On November 16th, 1992, Council approved Resolution 92-185
authorizing the City Manager to award a contract to Dames and Moore
for $7,637 (total project amount of $12,637.00) to do site testing
and remediation planning for the oil spill at Ft. Raymond
Substation. Dames & Moore has now completed their preliminary work
and as a result have determined that a more detailed survey is
required.
I have attached copies of their "Interim Environmental Soil
Sampling Report" dated January 4th, 1993, and their proposal for
Follow-up Soil and Groundwater Sampling dated January 7th, 1993.
Dames & Moore proposes to increase the contract amount by
approximately $19,572 to do the additional work. They are
proposing the do the additional work on a time and material basis
as outlined in their January 7th, 1993 document.
RECOMMENDATION:
The City Council approve Resolution 9-3- Ofe.( authorizing the
City Manager to sign an agreement with Dames & Moore to increase
their contract amount under Resolution 92-l85 to $27,200 plus a
contingency of $8,000 for a total project amount of $35,209.
