CITY OF SEWARD, ALASKA
RESOLUTION NO. 93-052
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, OPPOSING SENATE PAIRINGS AS
APPROVED BY THE REAPPORTIONMENT BOARD
WHEREAS, the Alaska Reapportionment Board finalized its recommendations for
a new legislative reapportionment plan; and
WHEREAS, these recommendations include a new senate pairing for the city of
Seward; and
WHEREAS, no public comment was, or will be, taken regarding the resulting
senate pairings as they were not part of the draft senate plan; and
WHEREAS, during the past year, Seward voters have had to adjust to changes
brought on by the 1992 reapportionment of the state legislative districts, the 1992
reapportionment of the Kenai Peninsula Borough assembly districts, the reduction in the
number of borough assembly members representing the city and a closed primary; and
WHEREAS, continued manipulation of election districts will further disenfranchise
voters; and
WHEREAS, by pairing Seward with South Anchorage the Reapportionment Board
has failed in its mission to pair districts with common goals, interests and concems; and
WHEREAS, the city of Seward wishes to retain its close ties with other Kenai
Peninsula Borough cities and voting districts and opposes any effort to pair the city's
house district with any district other than one located within the borough;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council strongly opposes the new senate pairings as approved
by the Reapportionment Board on April 19, 1993.
Section 2. The City Council strongly urges that Govemor Hickel reject these new
recommendations and that he retum to the interim plan for approval of the final senate
pairings.

RESOLUTION NO. 93-052
Section 3. A copy of this resolution shall be sent to Governor Walter J. Hickel;
Tucker Babcock, Executive Director of the Alaska Reapportionment Board; all members
of the Alaska Reapportionment Board; Senators Suzanne Little, Judy Salo and Steve
Rieger; and Representatives Gary Davis, Gail Phillips and Mike Navarre.
Section 4. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this
26th day of April, 1993.
