Sponsored by: Tones CITY OF SEWARD, ALASKA RESOLUTION NO. 93-134 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, ACCEPTING A GRANT FROM THE KENAI PENINSULA BOROUGH SCHOOL DISTRICT, APPROPRIATING MATCHING FUNDS AND AMENDING THE PARKS AND RECREATION BUDGET TO PROVIDE A COMMUNITY SCHOOLS PROGRAM IN SEWARD WHEREAS, each year the city receives a grant from the Kenai Peninsula Borough School District for the operation of the Community Schools program; and WHEREAS, the city provides matching funds through the collection of participant fees and administers the program; and WHEREAS, the city has received a 40% reduction in funding from the borough school district for operation of this year's program; and WHEREAS, this reduced funding will result in a four-day-per-week program rather than a six-day-per-week program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. A Kenai Peninsula Borough School District grant in the amount of $5,303 is hereby ACCEPTED and the Parks and Recreation Department budget is amended by adding the following amounts to department revenues and expenses: REVENUES EXPENSES 101-4470-0130 (P&R Grants) 101-4470-0110 (Public Use) 101-4470-0120 (Punchcards) 101-4470-0130 (Class Registers) $ 5,303 1,500 1,500 2,303 $ 8,903.63 742.05 54.32 606.00 300.00 101-1422-5010 (Salaries) 101-1422-5090 (Soc. The administration is instructed to attempt to negotiate a grant increase with the borough school district to provide a full Community Schools program for East Peninsula residents. Section 3. This resolution shall take effect immediately upon its adoption. . . . AGREEMENT This agreement made and entered into this 1st day of September, 1993, by and between the City of Seward, Alaska, hereinafter referred to as the City, and the Community Schools Program of the Kenai Peninsula Borough School District, hereinafter referred to as the Program. WITNESSETH: WHEAEAS, the City has provided recreational facilities and activity opportunities and the Program has available additional facilities for educational and recreational purposes, and WHEREAS, the City and the Program share common goals to provide opportunities and activities for the physical, mental and cultural development of their respective client groups through the programs, and WHEREAS, the benefits from limited financial resources can be maximized by these agencies working together to provide facilities and programs to achieve their common goals, r<<:JN THEREFORE WITNESSETH: In consideration of the premises and agreements contained herein, the parties hereto agree as follows: 1. COMMUNITY SCHOOLS PROGRAM PROVIDED. The City agrees to provide a Community Education program among children, youth and young adults, adults and senior citizens in various sports, special events, hobbies, educational and other recreational activities. The extent, content and management shall be decided by the City, with appropriate advice and suggestions from the Program. 2. COMMUNITY SCHOOLS PROGRAM CONTENT. The program may include, but not limited to the following: a. Educational opportunities for all ages; b. Children's summer craft and playground activities; c. Supervised gym activities such as basketball and volleyball; d Periodic special events such as Jesse Owens track meet, field trips, dances, etc.; and e. K-12 enrichment activities 3. PERSONNEL. The City shall hire qualified personnel with the advice and consent of the Program to organize, supervise and direct program services. Such personnel shall be under the direct supervision of the Director for Seward Parks and Recreation, except during hlslher absence at which time supervision of personnel shall be delegated by the Director to his/her designee. The coordinator shall also be supervised by building principal(s) while using school facilities and equipment. All personnel employed as Community Schools CoordInator shall be employees of the City of Seward and the personnel regulations of said City shall apply. 4. USE OF FACILITIES. The Program agrees to make the public school facilities in the City of Seward available for Program activities with the provision that preference In scheduling of them shall be given to the organized activities of the Kenai Peninsula Borough School District. {2,tf 3- /3" 5. P A YM ENT. In consideration for the services to be provided, the Program agrees to pay the City the sum of $4.157 for the period September 1, 1993 through June 30, 1994. This represents the Program share of equal matching funds. Renewal of this agreement from year to year is subject to the approval of the Seward City Council and the Program. Payments shall be made to the City upon request before December 30, 1993. 6. FISCAL AGENT. The City of Seward shall act as the sole fiscal agent for the conduct of the Community Schools Coordinator position in Seward. 7. REPORTS REQUIRED. Prior to commencement of quarterly activities, the City shall submit to the Program, a wriUen narrative of the programs and activities and make suggestions concerning same. Reasonable progress reports shall be made upon request. 8. HOLD HARMLESS. The City agrees to defend and hold harmless the Kenai Peninsula Borough School District and its Community Schools Program from any claim for injury to person or damages to property, or other liability or claim, or damages that may occur in connection with use of any facility owned or operated by the City when used for this program. 9. EQUIPMENT. The City and Program have various equipment and supplies used in the conduct of it's programs that may, upon request and approval, be made available to facilitate and support the provision of recreational and educational programs conducted under this agreement. 10.
